Former vice-president Dr Guy Scott says there is a new Patriotic Front in government which is running scary policies, contrary to what the Zambian people elected it to do.
In an interview yesterday, Dr Scott, who acted as Republican president during the transition period following Michael Sata’s death, said a lot had changed from the time he was part of the policy-making team in PF.
“I mean, it was one of our policies in PF when I was vice-president to get the interest rates down and not to run a policy that depends on high interest rates to stop the private sector from investing and making more money available for consumers and government,” he said. “So this is actually contrary to the PF policy; to let the interest rates rise like this, as far as I am concerned. Unless the PF policy has changed because I am no longer part of the policy-making team, okay; there is a new PF with a new policy. But as far as I am concerned, the policy on which we were elected and the policy which we told to the Bank of Zambia was, ‘You bring the interest rates down’ so that people can build houses for themselves; they can build factories, they can buy farms and not go bankrupt in the process. So that’s how it stands as far as I am concerned.”
Dr Scott warned that no multilateral corporation would be in the mood to write off Zambia’s external debt because of the way proceeds of previous debt cancellations were used.
“We need to be a bit more careful about the way we manage our money or else we will just end up leaving a real problem to our children because I don’t think anymore HIPC is coming. I don’t think anyone is in the mood for another HIPC, having seen what we did with the last one,” he said.
“…it’s a bit scary because the interest rates are going up. Each time we try to borrow more money, we have to pay more, kaloba [high interest]. We have to be careful. We have to produce in this country. This country has to stop being a country of consumers. We are borrowing at more than 10 per cent and what that means is that the debt trebles in ten years. It becomes US$3 billion and a hell lot to pay back. And in order to borrow that kind of money, you must have, honestly, commercial projects in mind, if you are going to make that kind of money. I am not even sure the mines make that kind of money. If they spend US$10 billion, they get 10 per cent a year; I don’t think so, that they make a US$1 billion a year, I doubt. So I think I would be quite nervous if I was to defend that particular position.”
And Dr Scott said the trouble with democracy was that people get used to populism.
“The trouble with democratic politics is that we are used to populism here; we are used to bringing down prices or thinking that we are bringing down prices and making everything available and so on and so forth for an election and we keep the subsidies going. All the tough things we ought to be doing, we are not doing them because we are frightened of the elections. And maybe it’s high time that somebody came along and pointed out that what’s good for the country is not what’s good for an election,” said Dr Scott.

Look at the status quo, Scot in neither commending government nor lauding the opposition, he is saying what both the ruling party and the opposition will forever fail to say! Eg. During campaigns, you’ll hear of Moses wanomba-uukalenga fyuwelo nobunga ukucipa, uukapela amaplot ku L/stone, uukalenga fuliiii ejukeshoni, uukebwesha dola nokuninika kwacha & such nonsense.
You’ll also hear of Impyani iysalwa naLesa, iikapanga inshito, iikamiletela ifigayo.
But Dr. Scot is saying, who is there to bite the bullet and invest in wealth creation, whose foundation is not steeped in sweet talk but hard work and sacrifice??

Now i see why this Scott never wanted to use state resources for campaigns for his party during the 2015 presidential by-elections , it was purely out of principle nothing personal to chagwa, but pf cadres have demonized him for this, i remember him telling bena chama during campaigns not to follow him on government duty, but go and sell their party manifesto to the electorate,this angered most pf cadres upto now they have no kind words for him, but i believe he meant well for all Zambians, i pray the current leadership will take a leaf from this, which i doubt.
