Minister of Higher Education Dr. Kaingu says the CBU and UNZA students may be given back their privilege of receiving meal allowances as long as the following conditions are met:- (Paraphrased conditions)
1. Enhanced security of universities, i.e. wall fencing of the universities, provision of student Ids, regulation of visitors in and out of the universities, installation of security lights etc.
2. Students to sign a commitment form, assuring government that they will NEVER NEVER engage in any riotous behaviour if/when the universities (were) opened and that should they do, they will be liable for their actions. (The liabilities of any damage they will cause will fall on them individually)
3. The office of the Dean of Students to design a programme to educate students on how to resolve disputes amicably, such measure must also involve lecturers. (Which programme must be clear or attainable, not paper work)
4. Put up a measure that will enable students that are on bursaries to be charged when they engage in any riotous behaviour. (Avoid students holding government at ransom to pay even when gvt is not ready at such times—-when money is in the pipeline)
5. Expel ALL students that were indentified to have been involved in violent activities that lead to the closure of the 2 universities (as well as fire named lecturers in the report)
The Minister says if these conditions are met, the universities will reopen on 10th April as earlier announced with students getting their meal allowances.
He also mentioned that, these conditions are not to be met 100%, rather universities should show commitment and progress towards achieving them. Government will in the meantime closely monitor whether there is progress or not.
MY UNDERSTANDING:
(1) This means if the universities don’t show much willingness or fail to meet the aforementioned conditions, they will not re-open by 10th April. There will also be no meal allowances for students should the universities fail to attend to condition 2, 3 and 4.
(2) UNZA will not re-open on 10th because practically they can’t finish building a wall fence in less than a month.
(3) Students at CBU will have their allowances because the university has so far already met most of the conditions (but it may again be closed in no time because students may not honour their commitment to peace)

I have travelled all over the world I have never heard such conditions before. its not a privilege its a right to every citizen of Zambia. Its not Kaingu or PF funds its Government’s funds coming from Students parents.
but does it benefit every parent who pays tax? only a few benefit so guard that privilege jealously or you will be replaced.
Yes conditions must be set,must be stiff. Or remove all those conditions just scrap off meal allowances. These are the source of rioting. Ama conditions ngayafula calamonekavkwatikwangala just do it the way u announced at first, no meal allowances, expell the culprits simple. Let them go back to sch. They have punished its enof
Hiding behind small riots by university students as reason for not re-opening when the whole world knows that this PF Govt of Chagwa is simply broke. What a useless Govt.
Kikikikiki 😂 this is a very funny minister. Kaingu thinks he is running a small village secondary school. Demonstration is part of the right to expression. How can you say sign to never protest? Are you telling us that no matter how evil the government is to students then they need to be quiet because you have bought them off with tax payers money? And how does security of university become a condition for students. Is this when kaingu is realising that students needed security? Where has kaingu being? Foolish minister with no substance at all. Leave unza closed till we taken over in august because with such conditions you fooling yourself
@ edu demonstration is very much allowed in a democratic country like zambia…but its the kind of demonstration you are supporting that worries me…we have peaceful demonstrations which work better than that barberic activities CBU and UNZA got engaged in..you can have a demonstration legally ..what you do is get a police permit included police escort that way they help control the traffic and the crowed as you go marching around lusaka or copper belt..edu what u are supporting is rioting kind of demo which puts the public at risk just for a meal allowance…but who can blame you..you are upnd,you think exactly like GBM trying to create super soldiers for war
Why these conditions only under PF,this was not the first riot,even when those in PF were studying at these institutions, some of them were even ring leaders…. The truth is that the PF does not know how to settle issues amicably… its like a parent who always resorts to refusing a child food whenever a child goes wrong… But remember, the same students are also giving you conditions to be voted for you and you know what UPND will say… we will give you back the allowences… Choose to be rigid
MIKE KAINGU CANNOT PUT SUCH CONDITIONS, CBU AND UNZA ARE NOT HIS, THEY DO NOT BELONG TO HIM. HE FAILED TO KEEP HIS RUBBISH LODGE IN CHOMA AND ARRANGED TO PUT IT ON FIRE SO HE SHOULD NOT DO THE SAME TO UNZA AND CBU. HE NEVER GOT ANY EDUCATION THERE SO HE DOES NOT KNOW WHAT/HOPW IT FEELS TO BE A UNIVERSITY STUDENT. !DIOT!!!
@ humphry if you have followed the news you will know that government did not deny allowances to students it was simply delayed…its not pocket kind of money which u remove from your wallet ati iyi ndrama kaba pase..it has to go through right channels. add and remove where necessary ..in a case of new students or students who have left universities ..secondly I do not believe if government made a stopped funding them it would be the downfall of pf..not only is that funding channeled to a small group..say 20% of those students pf is a bigger team..you will come to understand this as we approach august ..when pf begins to campaign ..not every student is at unza or cbu..not every student at those institutions benefits from those funds and not every student is a upnd supporter..if you think im a liar dress up in your upnd uniform and go singing aleisa aleisa at any of your preferred universities
Its in the budget for a full one year, why giving excuses and unnecessary delays along the way?
Conditions are needed for unruly students.
On security I agree. For instance, you cannot just walk into any of the South African universities’ premises without an access a card.
What a minister of higher education. Thats why RB gave him minister of community development. And when PF won in 2011 he even said wonders shall never end.
just abide by the conditions guys, its not KAINGU losing. he did his part that’s why he is a minister. listen, obey and be blessed. mukazimvela imwe bana.
I wonder whether some of you would say they same about rioting if your relative or yourself were to be killed in these riots. Why riot and go to the street damaging property for tax payers who pay their bursaries?
Another U – TURN by PF. They say things which they end up changing. Next time, you will hear them saying, just open UNZA as long as you promise that the wall will be constructed and visitors will be regulated in the long run. Where will money come from for UNZA to build a wall and pay watchmen who shuld monitor people who enter and leave UNZA. Where will they get the money to buy Security Cameras and pay watchmen to guard them because they may be damaged a day after neing installed. KIKIKIKIKI. IFINTU NI PF.
No student should be expelled. Advise to PF. To Students. Make sure you check amongst your selves and publicise the names of all the students who will be missing. The next government will ensure that their right to University education is given back to them after 14 th August.
