G12 Clause Is Discriminatory – Kambwili

CHISHIMBA Kambwili says the grade 12 certificate constitutional requirement for those seeking elective office is discriminatory and should not have been there.
Speaking on a PF-sponsored programme on Kitwe’s Radio Icengelo, Kambwili, who is chief government spokesperson and information minister, said many people even in towns like Luanshya did not complete grade 12 because there weren’t enough secondary schools.
“For instance in Luanshya, from about 1962 up to maybe ten years also…we only had four secondary schools; Luanshya Boys, Luanshya Girls, Mpatamatu and Roan Antelope, against 51 primary schools. Most of the people did not complete grade 12, not that they liked it, but there were no secondary schools. But you see, it’s the people who put that grade 12 clause in the Constitution and when we wanted to amend some of those things, the opposition UPND warned that they will vote against it if we amend even a comma or a full-stop,” Kambwili said.
He further said most of the clauses that the UPND wanted were removed from the amended Constitution.
“They (UPND) wanted provincial parliaments to be there so that they can have more parliamentarians at the expense of buying medicines in hospitals, at the expense of running schools. For this Constitution to go through, there were issues of give and take. So for things like grade 12 certificate requirement, we said ‘let’s leave it’,” Kambwili said.
He said Zambians themselves and not the PF drafted the constitution.

    Just go to upendi if you have no grade 12 paper. I have come accros chaps with 18 points working as security guards. Why should some without grade 12 certificate become an mp, earning huge graduity.

    We just had pf split ministries unnecessarily, at the expense of buying medicines so that they can accommodate dora and kaingu from mmd, removed everything upnd wanted in that constitution, but the grade 12 clause it was give and take, we left it, so iwe chika mbwili take what you left, why are you whining like a little baby hippopotamus?

    What was discriminatory, Mr Kambwili, was to have people who could not read, let alone anaylise issues, to become lawmakers of the land. Look at Mwaliteta for instance. Would you think he would have been happily voting for a constitution that was kicking him out of Parliament? Yes, that is why he may join upnd coz he has realised that those ‘walkouts’ they staged were actually promoting the long stay of illiterate law makers in the house.
    In one constituency in one of PF strongholds, I saw counselor hopefuls threatening others with ukuponokwa & ubwanga. When the G12 issue came in, they ALL FELL OUT, only to leave out a young man to go unopposed.

    My quick calculation result from what Kambwili says gives me a period !962 – 1972 when Luanshya gad only 4 secondary schools. Say each secondary school had only 2 grade 12 classes each with 36 pupils (72) it means Luanshya in 10 years (1972) would have had 720 school leavers with a G12 certificate I presume on average aged 18. This does not take into account Luanshyans who could have enrolled in secondary schools outside Luanshya. Here I fail to understand what Kambwili is trying to justify. This is 2016 subtract 21 years one gets 1995 therefore the number of grade 12’s (1962 – 1995) qualifying to contest for elective office is theoretically higher if not doubled or tripled! Kambwili is indeed dull! And to heap blame/accusations on UPND beats me for on the other hand he says most of the clauses that UPND wanted were removed by PF I guess then he goes on to say the constitution was written by Zambians! The brain must be residing somewhere in the neck!

    It’s so sad ba kakolwe to hear that in one mkushi constituency only 1 out of your 12 councillors will recontest, is it that bad in pf, is this the reason you trying to bring on board mmd to cover up your inadequacies?

    Correction:… 4 secondary schools each with 2 Grade 12 classes with 36 pupils per class. Ten years later from 1962 and there being no changes in number of classes the theoretical number of pupils completing G12 would have stood at 2,880 come 1972!

    MR MINISTER WHY ARE YOU ALWAYS ACCUSING UPND, THIS IS A VERY BAD WEAKNESS YOU HAVE IN PF, DO YOU KNOW THat we know that pf is in majority when it cvomes to voting for a bill. you are just caught in the web you thought you were too smart but now even your president may not have a grade 12 paper.

    Yes. @haters. That is the mark of true democrats. They will bite the bullet and bring on board regulations that may even affect their Mwalitetas. It is called being real to the principles.
    Whether PF members or otherwise, the chaff will be purged come 11-08.
