Law enforcement agencies, reason for violation of electoral code of conduct.

Transparency International Zambia (TIZ) says the reluctance by the law enforcement agencies in country to act has contributed to the rampant violation of the electoral code of conduct.

TIZ executive director Goodwell Lungu says the political campaigns have seen traditional leaders openly endorsing their preferred candidates which is not suppose to be the case.

Mr. Lungu says this is a breach of the electoral regulations which do not allow traditional leaders to be partisan.

Mr. Lungu adds that the ruling party has on some occasions used government vehicles for campaign purposes a situation he says disadvantages other political parties.

The TIZ executive director was speaking in an interview with QFM.

    MMD is above the Law, they control Zambia, the code of conduct is only for opposition not MMD even ECZ KNOWS can not talk.

      Mangani, you must learn to comment wisely. Today you may be part of the people looting Zambia, tomorrow you may change sides and join those being looted. MMD is NOT above the law, but is just covered with corruption! Sooner or later they will be answerable while alive or in the grave.

    Thats why we have been saying that a bill must be past to allow the ECZ to be independent,how do u expect mambilima to stop her boss from using government properties,we need to change our laws first,but all the same RB will be answerable for all his abuses trust me,mwamukolo mwamukolo

    ECZ is weak. All staff behave has if they are not learned and don’t know their job.

    ECZ may be powerless but we have the Ballot come 20/09/2011. If we do not Vote wisely then we should just shut up and watch while we continue to be ruled by Minorities. If someone gets 40% of the Vote and wins it means 60% of the People do not like the one who wins. Its GIGO, Garbage In Garbage Out, this Electral law of ours.

    I dont what to say but my heart bleeds to watch these officers @ ECZ, ZP, Judiciary watch helplessly-is it becoz of greed, fear or just foolishness?

    The core problem is the constitution, in its current state,it gives too much power to the president to the extent that he can hire or fire of course subject to ratification by parliament the ecz chairperson,the IG,the chief justice,the acc director general etc,despite all these office holders being subject to ratification by parliament has stated initially,its a mere academic exercise because in the recent past mps from the ruling party outnumber those from the oposition altogather hence the ruling party uses the arongance of numbers to ratify office holders of their choice meaning opposition mps play no role in this ratification.This implies that the jobs of the office bearers in these law enforcement agencies are really in the hands of the president.with the current high poverty levels in the country,the last thing one would do is to loose their job.Therefore the ultimate solution to this problem is to enact a people driven constitution in which the powers of the office of the president are limited.

    Do our traditional leaders understand what their position in society entail? I have always been left wondering why our traditional leaders have become actively partisan in matters of politics in nature. this no doubt has bred confusion and disappointment among us their subjects.
