MS DORA Siliya yesterday Tuesday snubbed the Inquiry investigating the supply of multi-billion Kwacha radars to two international airports that were allegedly installed without following the law when she was Minister of Communications and Transport.
Instead, she sent a missive signed “Hon.Dora Siliya, MP” advising the waiting commission that, “I have elected not to attend and give viva voce evidence…I have opted to proffer these written submissions instead.”
Ms. Siliya’s justification for staying away is that “this committee is not a commission of inquiry” but an investigatory one, so therefore her physical presence was not necessary since she was not even going to be “entitled to legal representation” she has enjoyed at the Sebastian Zulu-led Commission of Inquiry.
In the written submission, she re-states that no evidence links her to the cancellation of the Thales Air Systems S.A contract and she has declared herself innocent of all allegations of either abuse or malpractice in the supply of the radars whose value runs into billions of Kwachas.
“I was cleared of the allegations being made against me,” Ms. Siliya who in the past has cried “witch-hunt” or “police state’ every time she has been questioned by authorities, submitted yesterday in her written statement.
She called the inquiry a “mere administrative committee” without power or authority to “overturn” any earlier decision that could have cleared her of all allegations and advised the committee to consult the tribunal’s findings that are in “the public domain”.
She declared that her case regarding the radars is res judicata which in simple English means it’s “final” and cannot be re-visited, adding that she won’t commit herself to any further statement.

Mama Dora i have great respect for you starting from ZNBC those days, how i wish you had stayed there. What does our LAW say over some1 beeing acquited (Fradurantly o genuinely) by the Highest Court of the Land? What does the LAW say over keeping your “hard earned” money in the ground? Those of you asking Dora to humble herself and comply are wasting their time. She wont. She cant. Doing so would be suicide. She knows very well what happened and her role in the issue. The outcome of the Chirwa Tribunal was a blessing in disguise to her as it served to absolve her of the allegations in the same way that late Chiluba was absolved. She cannot again put her head in the Lion’s mouth. One can only do that when one is absolutely sure that the lion doesn’t have teeth. She accepted to put her head in the Lion’s mouth then during the Chirwa tribunal because she was sure the lion didnt have teeth. This time she knows that the Lion has teeth.

In Liato’s case for instance, why could’nt they first “capture” the guy and bring him to his farm to witness the search and seizure operation and probably quiz him about his “cash crops” on the day of the search? Two teams could easily have been formed; one to guard the farm before Liato’s arrival and the other to “capture” and transport him to his farm? Now the state has to prove that the money found at Liato’s house was: 1. stolen 2. (By Liato) 3. Received by Liato, yet the money was not on his person & there’s no reported case of theft of a similar amount… KATWISHI!
