I was in a position to dictate I can transform Lusaka into a garden city it was meant to be by my hand, by decree using prisoners and all… Because of democracy (the vote) we fear losing popularity. This is why street vendors can be tolerated, though we should provide alternatives for them. Shanties every end of Lusaka city. How much will it take us to re-develop these areas? Now, more people are suggesting more districts. May be the issue is all these are listed and we look at all parameters using SWOT analysis. Aah…ifwe we are in a hurry to see development.

@Munalian,the view that a government shud limit it’s role,in the economy, to that of an environment enabler, has taken a battering over the last few years, and this is in economies where the is a more even distribution of wealth,greater protection of their economic, social, religious, political, and cultural, sovereignty. In short our govt has to play more of a role than simply an interventionist or an enabler.The Zambian economy yields little for Zambians whilst maximising profits for insidious, despicable foreigners. An overhaul is required! However I do agree that Zambia shudnt be treated like a banana republic whereby the President governs at his whims.

@Wanu ngwee, Munalian & Air mukwai, I admire your objectivity on many issues. Whenever, I notice your comments, I know its educative, mind opening and non-malicious. The three of you put together can make a good team of advisors. Just one little advise, avoid being tribal.

Back to the topic: my opinion is that, HE should not have hurried the announcement of the creation of the district. Perhaps he should have:
1. Created a group of technocrats from various ministries from the provinces to critically look at the need to delianate any districts based on the population densities, budget availability, economic viability, etc.
2. Created an environment to develop the areas even as a constituency. No law says, you can’t build a school, hosp, etc if its not a district
3. Created room for parliament/ cabinet to critically scrutinise this

I’m not against his decisions, its the process used to get the result

Ba Munalian, efyo iya ifi fine. You will remain lamenting while we move on making the impossible possible. SAP by IMF was resumed mdala by one courageous but thieving FTJ. We went through stages of it like SAP, enhanced SAP, HIPC, HIPC completion point. We adjusted and re-oriented our economy from a commandist one characterised by state run industries to a free market enterprise where “government has no business in business” per se. To do this you privatised, pruned, liquidated, asked for new infestors and many suffered. Now you can see the fruits of that process. So, you are right about population densities but definately we need to decentralise. Jack Baur(sp) in 24 uses crude and criminal means to achieve the desired end. The bureacratic procedures of our governance system MCS does not care about sometimes. He has got you talking about these important ways of reforming Zambia that your PhDs have never tabled to the Zambians. Oh yes, in the lifetime of Zambia we need MCS’s style for things to move. At least for 10 years. Napoleon was a dictator but he built the straight streets of Paris. VIVA man of action.

1.imf at one time became a dictator for most of the african countries and zambia was not spared. it came up with useless programs that didn’t work in most of the african countries like sap. that sap thing forced kk to abandon his fruitful programs of RR (rural reconstruction), indeco (Industrial Development Corporation), findeco (Finance and Development Corporation) and mindeco (mining industry corporation).
lets not consider what colonial fimofimo do as righteous to follow.
2.you being a consultant means you have gathered enough data from the grass root level and knows what should be delivered to the people of kwana bwalya, shangombo, lisutu, mufumbwe, demu, jumbe, vimbu and lunga. indeed, you are not like those people who sit in the sofa watching simpson episodes or jerry springer. your experience and expert are daring needed in zambia.
3.when MCS proclaimed l/stone as a city, it took time for people to start seeing the fruits of l/stone as a city. such kind of developments are not like cherry blossom. it takes time to see the fruits.
4. referendum??? for what??? if the country had to follow no normal procedures, it would be like letting a penitent in coma in a long queue. which means waiting for 5 fives, 2016 when the country do some delimitations of constituencies. that’s when places like vimbu & lunga could have been taken into considerations.
5. what criteria are taken into account when a place is upgraded to either a city, town or district? it is not the vastness of the place but populous.These two places of vimbu and lunga are vast and populous.
6.MCS has made a good move and more are yet to come.
