United Party for National Development president Hakainde Hichilema has charged that he is glad that he is not in the government of Republican president Michael Sata which he accuses of failing to deliver on it campaign promises.
Dispelling reports that he is envious of the PF victory, Hichilema wondered how he can be envious of a government that is failing to deliver on its own campaign promises.
“I am glad I am not in the UPND-PF pact government because it is failing to deliver development to the people, at the rate we are going as a nation if I was in this government I would have resigned,” he said.
He said it is not just important to be called a republican president or a minister but Zambian need a team that will deliver development.
Hichilema said that he is puzzled by President Michael Sata’s sudden change of thought on the Barotseland agreement which he promised to honour during campaigns.
He further expressed regret that despite PF making good promises prior to election like the reintroduction of the windfall taxes on the mines, allowing a people driven constitution, and putting more money in the people pockets’ among other, President Sata is falling it leave fulfill he promises .
Hichilema further said it is not enough for government to abolish medical user fees, saying government should ensure health centres are stocked with medicines and equipment as well as qualified staff.
The UPND leader has since called for a more effective fiscal regime in the mining sector.
“Government should re introduce windfall tax in order for the country to derive maximum benefits from mineral resources,” he said.
He said the mining sector has the potential to raise revenue for investment in other sectors such as Education, Health and Agriculture hence the need for a proper tax regime.
He advised the ruling PF to institute fair and mutual negotiations with mining companies on the need for a more profitable tax regime for the mining sector.
“The 2012 national budget should not only focus on expenditure but also revenue especially from the mines,” he said
And Hichilema has attributed the continued depreciation of the Kwacha on the international market to among other things President Michael Sata’s claim earlier last month that fake Zambian Kwacha notes were in circulation.
Since mid December, the Kwacha has been trading slightly above the K5000 margin. This week, about K5210 was buying only 1United States Dollar.
Hichilema, an economist by profession said certain statements especially those to do with the currency need serious thought before being said.
“As you might have noticed, the Kwacha has been depreciating badly. This comes partially due Sata’s claim that fake money is circulating on the market.
“Such careless statements have eroded the confidence of the people and investors… such news concerns people who are in business. That is what is happening now,” he said.
Hichilema advised President Sata to avoid making statements relating to the currency before “doing his homework.”

Ba HH Ba dala be serious with national matters. Provide positive critism to the government. Infact you are just regratting why you left the pact. Honestly even it were you (HH) can you bring about meaningful development in 90 days. Let us not cheat people over nothing. I do agree that PF in the 90 days period have made mistakes, but they have also done good things:
- Reduction of fuel
- Removal of user fees in hospitals
- Removal school/exam fees upto grade 9
- Increased the tax threshold to 2 Million
- Fight against corruption has been reenergised
The above are just some of the postive things in 90 days.

Bane, campaign promises dont have to be fullfilled just to please voters! Aya ma politiks. HE MCS has done tremendous work in the very short time he has been in power. Give him time and you will forget about your quack, HH. Even Obama failed to fullfil some of his promises such as to reform their health delivery system. Only a fool will expect 100% delivery of promises.

Mable Phiri, good and do not respond to the insults. Just continue to debate according to your political persuasion. You are UPND but when you say the PF has failed to honour it promise to restore the barotse i 90 days, what would your UPND do if they were in the ruling? What would you do about that thorny issue?
The PF is not afraid of any issue and we have sincerely set in motion processes to address the various matters of national interest. Sata was just smarter than HH and he knew what to say to the people in order to kick out the MMD that we were tired of. You the same people in your desperate attempt to enter State House through the back door formed an alliance with the corrupt MMD. Your political calculations are so disastrous. First you are so pompous for nothing because you do not have a national appeal. This you must acknowledge. You thought going solo was going to help you. Prof Chirwa tried to advise you but because of your pride you did not take his advice. After realising that it was indeed difficult for you to win on your own you started courting the MMD.
Let me not catalog all your errors of judgement. Now that the PF is ruling, against your expectation. You imagine an uprising like in Egypt that the PF has failed in 90 days….! Hehehe, its not gonna happen. We will rule for five years and we will deliver. Our own budget has only become functional this year. If you analyse the things the PF has put in place so far you will understand where we are taking Zambia. The issue of vendors is a temporary one and even the depreciation of the Kwacha is a temporary one. Just watch but keep talking sense my friend.

Including myself, lets focus on policy differences of the two parties. So far the PF is advocating decentralisation and I think the Barotseland issue will be handled within that context. We are fighting corruption just like Mwanawasa did. And we can fire to instill discipline. We are for infrastructure development in terms of roads. We will have to finish what MMD left and add provincial interconnectivity. We want to boost agricultural production and storage. we want the local government system revamped. We want to promote education by building moe universities and recruiting more teachers, provide all learning materials. Abolished exam fees at grade nine. We want to build houses.We want people to access health care, We want more investors and more jobs to put more money in people’s pockets.
let me end here for now. Any of these that is not good? UPND What do you say?
