The man locked himself to City’s goal in a protest at airline Ryanair during the game, shown live on Sky Sports.
The 46-year-old fan wore a T-shirt reading: “Ryanair — Europe’s greatest training robbers. Lowest wages guaranteed.”
It is believed he was protesting against Ryanair’s recruitment policy after the firm denied his daughter a job.
Play was held up for nearly five minutes just before half-time during Everton’s 1-0 win at Goodison Park.
He struggled with stewards as they cut him free before he was arrested.
A Merseyside Police spokesman said: “He has been taken to a police station where he will remain for questioning.”
