This is very good, go ahead and present this bill to Parly. In the meantime K1 billion is ok, until we have the CDF Act in place to cage all long fingered MPS and CDC members.

This is the policy direction the people want.CDF is the only decentralised fund and it has worked well where the MP and his CDC are working in a transparent manner.However,where there is in fighting and cheap politics,the CDF has been abused and the culprits go scot free.In most cases,the electorates are not aware abt the existence of the fund and yet it was created in 1995 by an Act of parlay!Most MPs in connivance with CDCs take advantage of the pipos ignorance to pick and implement projects without any consultations with the community who are beneficiaries!The other loophole is at the councils,these chaps connive with the suppliers to inflate the prices for the materials for the projects!The guidelines are so ambigious that even the WDCs do not understand them.1 billion is too little to bring abt genuine dev in the constituences,some constituences are so big,bigger than Swaziland e.g Kasenengwa..others have 12 wards which need urgent dev..For true decentralised dev to hapen,a 6billion as proposed by Cde HH will do.let abusers of CDF be caged!lets take a leaf frm Uganda,tanzania and kenya th pioneers of CDF.
