Livingstone Cabinet office female employees on Tuesday staged a protest demanding the immediate removal of Southern province Permanent Secretary (PS) In%u2019gutu Suba.
According to Zambezi Fm news, one of the female employees who sort anonymity told Zambezi fm news desk that women at cabinet office have been victimized and are no longer free to work.
She said the PS has intimidated not only female employees at the office but the male employees as well.
The source alleged that the PS does not follow government procedure and uses vaguer language on the employees.
Other sources told tumfweko that posters saying “switch off your phones” have been put up around the administrate offices to prohibit usage of mobile phones around the premises.
The women who were found outside have vowed not to go back for work until the PS has been removed from her office.
The said it is the first time they are receiving such ill treated for some of them that have worked at the office for more than 10 years.
But when contacted for a comment, the PS through her secretary told the media that she could not comment as she had received a funeral in Mongu.

She is a very bad Administrator, no wonder she failed to work at Livingstone Council as Town Clerk if you can remember very well some years back. If anything she was retired in the Public interest.

Livingstone doesn’t cease to amaze me. There were several scandals at the previous council, including sex scandals. There was a fight between councillors recently in the current council. It seems the Cobra has a soft spot for this Suba lady. It’s not the first time she is having a tiff with workmates. She caused havoc at Luanshya, Kabwe and Livingstone. So it is difficulty to tell who the trouble maker is. This idea of re-calling old retired colleagues is what caused us the tragedy of RB jumping to the presidency. There are several serving young men and women eager for promotion than the old guards. Let’s learn to look at things positively. Some things are just embarassing

in southern province we do not tolerate useless cadres with no qualifications.
Fellow Zambians we are too sensitive and dishonest for nothing.A zambian wants to be paid for doing nothing.Rules are rules.No smoking ;no phones at work.You cannot expect the way you were working 10 years ago to be the same.Typical programme for civil servants goes like this;
09 30 report for work
10 00 Tea time and puzzle in the newspaper
12 30 out to pick the school kids and lunch
14 30 Back from lunch passed through salon or bank at desk playing solataire
16 00 off to hospital to see a sick neighbour or churchmate.
Include numerous excuses and mothers day,there is very little productivity going on in our civil service
This goes on Monday to Friday with same routine.
Please clean up the civil service by making them sign perfomance contracts pay them based on perfomance with specific perfomance indicators ie number of passports or NRC issued.Number of files cleared per day etc.The civil service in its current format is not delivering due to inneficiency.
How many hours are spent at lands,passport office,RATSA,NRC,pensions office,How many times are we told come tommorrow or in the affternoon.
Those who are not readfy for change please resign or get early retirement.
Bwana secretary to cabinet please let those protesting women visit konkola man underground to appreciate what work is all about.There is no monkeying underground.Please expose as many civil servants to visit konkola or mufulira mines to appreciate work and realise that not everyone is putting in 5 % as the civil service is doing in this nation.

After reading mish collins’ comments , I fail to criticise the PS, though those familiar with local govt and Ukwa’s history will tell you that PS and Ukwa come from a long way. The protesting women probably have only learnt this now, she was brought out of the archives not that she’d add value but to be appeased.so you will understand why the workers feel antagonised.

@mish collins I fully agree with your wise observation. It’s true I think change should start from all these public offices,it’s we Zambians we are just too much into complaining but work less.
And this all thing of tribalism should really be making us embarrassed, instead Lets all focus on seeing how we can all contribute to the development of our nation.
The work culture in the civil service is pathetic to say the least. This is partly due to demotivation arising from the appointment of unqualified party cadres to influencial positions like PS. THe situation will even degenerate further at the rate we are being governed ….Full of hatred, rhetoric, lies and innuedos..Its disgusting!!!!!
all of us must work and work hard,illtreatment should not be part of the equation.leaders must lead not to bully surbordinates.the bottom line should be hardwork and good leader- follower relationship.

One thing that all civil servants must mark each time they are in the office is that, you are there to serve the nation effiencently and that will signfy how commited you are to development to our nation. For God’s sake, how do u protest against the abolishment of cell phone use in the govt office? Mind u those are not your private offices, and if i were ps, i was going fire all participating in that protest. Have manners n respect zambians
Can our Zambian Presido go a step further by inquiring about how the Botswana Civil Service has @ least managed to be well organised and efficient. Yes its us Zambians who went and taught them to read and write, but Tswanas a smart their Govt realised that its only being educated can 1 be liberated and be empowered. They have embranced PMS perfomance management sytems.With the help of Singapore they have managed to establish BNPC bots nat productive centre to searheard and attune the civil service cadre to change their mindset, hence Perfomance Based Reward System was introduced and implemented. Its shameful for our President not appreciate what our friends have achieved by being prudent in the use of their Diamond revenue. Kudos to those guys working for the Bots Govt @ least U have a job and working for a reliable employer who always keep his word. I think the p.s is right by not allowing the workers to use cell phones when they are at work.its pathetic when you visit the so called cabinet office.the workers won’t attend to you cos they are always busy on the phones.keep it up suba
