When Mr. Lubinda says Mr. Kabimba is not part of Government, he means Mr. Kabimba is not a member of the Executive.
Protocol is something else, the Speaker and the Chief Justice, being heads of the Legislature and Judiciary, respectively, come before Cabinet Ministers who are in the day to day meaning of Government.
So where is the problem when Lubinda says protocolwise Kabimba should come third even though he is not a member of the Executive?
