Recalled Diplomats Are Actually Professional Diplomats

The story that was published in the Daily Mail on-line headlined Union Hails Intention To Recall Diplomats , written by CLAVER MUTINTA, leaves much to be envied. The story says and I quote, “THE Civil Servants and Allied Workers Union of Zambia (CSAWUZ) has said Government’s intention to recall diplomats appointed from outside the Government system will enhance financial accountability in the civil service. CSAWUZ General Secretary Joy Beene says the announcement by Minister of Foreign Affairs and Tourism Given Lubinda that people who were sent abroad from outside Government would be recalled, was welcome. …”

From this story, it is clear that the CSAWUZ has been informed by the Minister of Foreign Affairs that the Diplomats that have been or would be recalled are outside the Government System. This is contrary to the truth. The truth of the matter is all diplomats (more than 80) that have been recalled lately, are PROFESSIONAL QUALIFIED CAREER DIPLOMATS and they have already received their letters of recall. They are PROFESSIONAL QUALIFIED CAREER DIPLOMATS.

Now if the Hon. Minister says the Diplomats to be recalled will be based on those appointed from outside the Government system, then one tends to wonder why these seasoned career diplomats have been already recalled. The Diplomats, who are purported to go and replace these professionals, are actually the ones coming from outside the civil service. So what it will look like is that the Diplomats that have been recalled, upon arrival at home, will actually be perceived as those that came from outside the Government system, when not. The ones that will go to replace them will look like the civil servants, when they actually are coming straight from selling their tujilijili in the streets.

So it’s actually the opposite of what CSAWUZ has been told. I appeal to the Watchdog to avail a copy of this story to the CSAWUZ so that they are aware that what they were told by the Hon. Minister is actually the opposite of what is on the ground. We need to be serious as a nation and control things before they go from worse to worst.

    Simple and straight forward…ALL qualified civil servants in foreign service stay, their recall letters cancelled for accountability purposes. BRAVO!

    All diplomatic apointees go through training at NIPA. Six months after the new Govt it should be about time a new crop came in. By the way, in what sense can a person be a diplomat by profession? Anybody who is taught International relations can become 1. Eg. Consider Nevers Mumba. From a complete diplomatic failure over Congo DR when he was fired to something else in Canada.

    We know some appointees who are from NGOs, and are servings as ambassadors, while the civil servants are languish, back home, with no job home but wait to be deployed to other ministries.

    The problem with Zambian Diplomats and other senior civil sevants is that once they get there, they start politics supporting the ruling party. They 4get that the opp is watching them. These people are supposed to be mute on issues of politics. i support Sata very much for cleaning the system of any MMD quacks.

    It’s unfair to re-call professional diplomats and leave MMD cadres in foreign missions.Like in Mozambique Mike Mposha is an MMD cadre,never worked in the civil service but is still serving as a diplomat.The list is endless.Re-call the cadres no favors.

    There are two arguments being advanced in this debate and both are right.

    1. Although the six months Diplomatic Course offered at NIPA is not really a complicated one, certainly not just every Jim and Jack or cadre can comprehend the content and its significance. I can only hope that the objective is not just to appease those that helped deliver an election victory.

    2. It is also true that no government position should be personal-to-holder. New and younger blood is required to project the newer and contemporary needs and challenges of our country to the world. We need people who are going to project to the world the Zambia of today and not that of 1964. And remember, it is these same people that give the world the mentality and attitude that is directed towards us!

    MMD & UPND cadres also expected to be sent for diplomatic missions? Certainly not! The new crop of diplomats has already under gone training at NIPA for the last 6 months. Most of them are from the civil service and those from outside are their becasue of their special skills. Being a diplomat is not a life long career. It is part of career advancement to other higher positions. Some diplomats recalled who have specialised qualifications have already been promoted within the civil service. If you were in diplomatic mission and you simply were enjoying, then sorry for the rude awakening. It is time for others! WELCOME BACK HOME MMD DIPLOMATS!

    @ Frank Angel-I m a tenant of the man you are calling a Cadre. Its sad that in Zambia failures like u are given too much space to insult others. I have known this man; Mr M. Mposha for over 6 yrs long before I begun to rent his Hse. He inspires us as a family. We have shared happines and sad moments. My Landlord is more than a Diplomat. Whatever, you can say I have heard many people speak great of him but those who speak ill of him hate the progress his has made at a tender age. For u Frank u will have to work hard to Match him.

    Five years is what diplomats are given for foreign services. To recall them back after two to three years is a waste of tax payers money. To train and send incompetent cadres is also a waste of my tax paying money. Educated diplomats is very important. These people will eventually have to meet, wine and dine with other educated diplomats abroad. Africans tend to send uneducated cadres which needs to stop. I agree the uneducated cadres need to come back. But let’s not send more dull cadres. Other countries will laugh at the ambassadors representing us. LETS BEHAVE LIKE PROFESSIONALS FOR A CHANGE.

    Given Lubinda is the biggest liar and he knows it. Just look at the profiles of all the newly appointed diplomats. None of them is from the civil service or if one is then he or she is linked to some politician. We hear Foreign affairs is now full because no one any more is being appointed from that ministry.
