Draft Constitution: ’14 Days President-Select Swear In, Unrealistic’
Dr. Ng’oma who is also Foundation for Democratic Process (FODEP) president has told Qfm news that submitting a list of preferred candidates to the Electoral Commission of Zambia can enable the commission to simply select the runner up in case the front runner falls out.
He said the system is progressive has it allows the minority of political parties to have a say in national affairs.
The political scientist has since downplayed concerns of accountability and allegiance being raised by various stakeholders stating that Members of Parliament will be accountable to the public once the system is adopted.
And Dr. Ng’oma has charged that the 14 days recommended in which the President-elect must be sworn is unrealistic.
He says no petition case can be concluded in two weeks and therefore calls for more time.
Many stakeholders have objected to the recommendation indicating that the winning Presidential candidate must be sworn in within 14 days, contending that the provision is not different from the provision in the current constitution which stipulates that the winner is sworn- in within 24 hours.
Their argument is that under the recommendation in the first draft constitution, the President-elect can still be sworn in within 24 hours as it falls within the recommended 14 days hence there is no difference

The draft constitution is well come as most critical issues have been articulated well.However, the elect president should be sworn in within 24hours to avoid unnecissary coups(overthrows)by bitter individuals.Petitions can be heard even if there is a sitting president just for peace to prevail in the Country.Fwebo tatufwayapo inkondo. 1 IGWEE!

Why waste time in swearing in the winner? In our economy, the losers would just find time to sweep out govt resources before they leave. Well spoken CHIBS LEC. If more time was given, some of these desperate loser would seek any means to stop legit winners from taking office.

24 hours swearing in ceremony,no reason to wait if the elections are fair and free,if to be petitioned let them be wilst the president is there so that the Judiciary is independent to act…suprised people have lost morals including bad ones, why always insulting?@ ven….were you born from someone who doent have what you like mentioning or its just that you grawup in a poorly managed home?
