The Drug Enforcement Commission and the Zambia Police Service have formally charged and arrested the purported winner of K1 billion, MTN Summer Campaign WIN BEEG Promotion and the MTN Call Centre Support Engineer, for cheating and money laundering related offences.
DEC public relations officer Samuel Silomba tells QFM News that Namuchana Sinuma, 31, of House No. 10 Dambwa North in Livingstone, the alleged winner of K1 billion MTN WIN BEEG promotion, has been arrested and jointly charged with Jones Mwangala Ilukena, 43, the MTN Call Centre Support Engineer of Emmasdale in Lusaka, and Richard Kawana, 35, a Teacher of Mulwani Basic School in Livingstone, for money laundering related offences contrary to Section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001.
Mr Silomba says it is also believed that Jones Ilukena, Namuchana Sinuma and other persons unknown did cheat by purporting that Namuchana was a genuine winner of the promotion when in fact the outcome had been predetermined in her favour by manipulating the MTN IT system by Jones Ilukena.
He says this is contrary to Section 311 of the Penal Code Cap 87 of the Laws of Zambia.
He explains that Jones Mwangala Ilukena is alleged to have intentionally and without authority interfered with data of MTN Summer Campaign WIN BEEG promotion by virtual of his position, contrary to Section 99 (2) of the Electronic Communications Act no. 21 of 2009.
Mr Silomba further states that the three accused persons are alleged to have engaged in money laundering activities by purchasing a house at plot no. 2644/410 at K320 million which they registered under Richard Kawana’s name.
He states that further, Namuchana Sinuma acquired three houses in Dambwa North and Central at a total cost of K330 million and a motor vehicle Toyota wish.
Mr Silomba says all the properties have since been seized including Richard Kawana’s Zanaco bank account with a balance of over K40 million.
The trio has since been released on bond and will appear in court soon.

If this guy goes in together with the Co-accused then he must be a fool. This case is very difficult to prove considering the nature of the circumstances surrounding it. Who is going to be a witness. What about the Auditor who approved that the win was genuine. Just engage KBF he will defend you nicely. The man is intelligent and understands criminal law. Chaps from DEC are dull and highly demotivated because of low salaries. Especially cases like this they have no cruel.

MTN shud be probed for complicit in this crime. To begin with they brought in an auditor who falsely Confirmed the thing to be genuine. Also the prize money was too large for one person. there were supposed to be consolation winners. If their aim was to empower someone, as they claimed, they got it all wrong. Stop taking people for granted.
The auditors may not readily detect a crime where there has been management collusion. They only provide reasonable assurance. They may not have the powers of TB Joshua and are not expected to. They make certain assertions regarding the processes in place as to whether they have been followed.
