EXPOSED: Unauthorised Payments At Mpulungu DHMT, Management Decides Not To Buy Food For Patients

It suddens me to see patients in a hospital being kept without food.Management at Mpulungu DMHT has decided not to buy food for patients.What is most surprising is that the whole GRZ grant for the month of May has been consumed without holding a finance commitee meeting which is supposed to allocate funds for payments.
Now what authority are they using to approve payments without finance commitee? Workers have not been payed their allowances,food not bought & all the health centres have not received their monthly allocations.
The people benefiting from all the funds are the planner,HR,accounting Officer who happens to be a convicted criminal & the Director.
Please O.P investigate this serious matter.

    Mpulungu DHMT & all workers at the hospital, do not despire, we at DEC are taking this seriously and will liaise with the combined team of investigators to send some investigators over.
    People must learn to be sincere. Mandevu is nearer and we will check on them easily. Could even use staff to get info.

    Now listen, the authority to spend in GOVT institution is not finance committee, its the approved budget of the action plan or yellow book. Finance committee are there to enhance transparent only. No query will arrise if the action plan and yellow book was followed when spending even if no finance committee was held.Comming to the issue of purchase of food for patients, I want to state that food is like medicine to a patient. No food no hospital at all. to procure food in hospital there is no need of waiting for funds or finance committee. the centre incharge should ( one wo runs the centre) should just process the purchase requisition and instruct the procurement officer to procure food after approval of requisition. All DMOs in zambia are now Doctors ( medical officers). in case you our not enlighened doctors have a heart for patients, no doctor will be happy to kip a patient without food. lastly I would like to advise the investigative wings that as they do there work that they should be careful with people from health centres because its the type that wants to use those in authority to fight pipo at the DHO.

    i think the person who wrote this is a nurse,i work at a govt institution accounts dept,its wrong to always think pipo who work in acccounts steal.i like the comment by i know govt systems.its hard working at a hospital,they will owez complain about everything
