Bogus Suppliers Frequenting Ministry Of Home Affairs To ‘Hunt’ For Contracts EXPOSED

File Picture:

SOME bogus suppliers have been frequenting the Ministry of Home Affairs in a failed bid to influence the minister and his deputies to give them contracts at the expense of illegible entrepreneurs.
Home Affairs Minister Edgar Lungu revealed yesterday that some unscrupulous people purporting to be suppliers have gone to the extent of suggesting registering a joint company with him so that they could supply goods and services to his ministry.

He said in a statement issued by ministry of Home Affairs head of public relations Moses Suwali that the PF Government “would not walk in the MMD’s shoes” of influencing favours for contracts because the trend was an abuse of office.
Mr Lungu said because of fraud and ‘inside dealings’ associated with MMD’s beliefs of giving favours to people, the ministry would revise the list of suppliers.
The minister said he was appalled by the influx of suppliers frequenting his office asking for favours.
He said they wanted him to influence contracts for them to supply the ministry or influence payment of outstanding bills.
He has since advised members of the public that it was not the duty of his deputies or permanent secretary to give contracts or modalities for payment of outstanding bills.
The minister said all contracts for the supply of goods and services to the ministry were regulated by the Procurement Act No 12 of 2008.
“I am asking all those suppliers who think that it is the duty of the minister to influence contracts or payments to leave me alone because I don’t want to be dragged into the path which MMD left in which suppliers to Government were MMD cadres.” Mr Lungu said.
He said such practices were MMD’s ways of doing things adding that he would not succumb to such wrong doings as they were costly and amounted to abuse of office.
Mr Lungu said that the Government was using a policy of ‘first come first-first serve’ basis when clearing outstanding bills to suppliers based on dates of supply regardless of one’s political affiliation.
A revised list of credible suppliers, he said, would enable Government contract credible business houses as opposed to “briefcase or shadow companies.”
He said the procurement unit would soon hold a meeting to evaluate credible business houses that would deal with the ministry after which notice to inform the public inviting prospective suppliers would be posted.
Meanwhile, the ministry has engaged the Ministry of Finance to find a lasting solution to the K75 billion owed to food suppliers.
He said his ministry had requested that an amount of between K5 billion to K10 billion be released every month to go towards dismantling the outstanding huge debt owed to food suppliers.
He said that currently, a team from the office of the Auditor General was working at the ministry’s headquarters to confirm the authenticity of some outstanding invoices.
He appealed to food suppliers to exercise patience as Government was fully aware of their plight and was trying everything possible to resolve the issue.

That is very good because there are examples where non MMD cadres who supplied to the institution could not access payments as all the money was being channeled to the part members

Why should EDGAR come to the press instead of reporting the matter to police? This indicates how hopeless this man is.As a constitution office bearer he is obliged to deffendthe countries resources at all costs. This matter is a police case.

The heading is misleading. No name has been mentioned, how do you call that as being exposed?? The minister needs to report those people to ACC. That is corruption. If he doesn’t then we will say he is just playing to the gallery.

IT IS NOT ALWAYS RIGHT TO RUSH TO THE POLICE OR A.C.C. WHAT MR LUNGU DID SHUD BE COMMENDED INSTEADY OF BEING CHALLENGED BY THESE “ROBOT” BLOGGERS. THIS CULTURE OF CRITICIZING ANYHOW WONT TAKE YOU ANYWHERE.COMMEND WHERE IT IS DUE AND CRITICIZE WHERE APPROPRIATE.THIS WILL SEND A SIGNAL (WARNING)TO ALL THOSE ENGAGING IN SUCH USELESS SOLICITING,WHILE OTHER MINISTERS SHUD ALSO FOLLOW SUIT.THEY SHUD COME OUT SO THAT THE LOST CONFIDENCE IS RESTORED IN MANY INSTITUTIONS OF GOVERNMENT.NOW IF YOU CONTINUE TO CRITICIZE MR LUNGU’S ACTION THEN WE TAKE IT YOU ARE AMONG THOSE BOGUS SUPPLIERS.

If i got it right i think any person that attempts to win any form of contract from any organisation through corrupt means should be immediately be reported to the police. why wait for the press to publish incidents first. every zambian should know that we can only rebuid our nation if we give no room to corruption and work hard . if anybody is corrupt including anybody in leadership positrion the law must be applied the same way.
    work up zambia!!!!!

The question is, why are they just frequenting Edgar Lungu’s office? What about the other ministers? Either Edgar has always been involved in corrupt activities and his friends know it or he is a publicity seeker. In my heart of hearts, something tells me that every minister is frequented the same way Edgar has witnessed; and they are quiet because they are busy making easy cash. Edgar might have bitten the finger that feeds him but exposing this. By the way, why is Edgar not reporting the people patronising him to ACC or DEC?

Ba Hon.Lungu what are trying to achieve through the press,in my opnion minister you are trying to prove to the public that you are clean. But if you are do you have to prove it publicly. You are running home affairs, the police,ACC,DEC etc are your depts so why not let them handle this situation and then your comment on the outcome

Wistle blowing is ok by the Hon. Minister. It sends shivers to other ministers who may have welcomed such bogus suppliers in their offices. Those suppliers may have links to the ruling party and if he just reports to the police without alerting us, the cases may die a natural death. This move will help the police to follow up to the logical conclusion because it is already in public domain.

wait a minute are we being told that it is possible for a minister to register a joint company and it being registered to supply in his/her ministry. if it is possible then what are investigative agencies doing, are they waiting for the president to tell them what to do? come on no wonder we are not getting anyhting because of such an arrangement. directors are eating in there ministries, ministers are also eating from the same ministries, dr jere(lusaka province commanding officer) you talked to much yesterday on znbc, follow that lead or else you will labled to be with them.
