I think the cop said this as a way of attracting government attention. It might be wrong a method but it’s more catching.
Being a cop doesn’t make one seize being a member of the larger society. Cops have children and extended family members to look after ane their only way is through a salary. What can one do with a 2m? Government needs to do something quickly.
