Open Letter to ACC, Zambia Police ‘Masebo Named In Serious Corrupt Activities’

Dear Editor,

OPEN LETTER TO THE DIRECTOR-ANTI CORRUPTION COMMISSION, ZAMBIA POLICE, HUMAN RIGHTS COMMISSION AND ZAWA INVESTIGATIONS UNIT.

 

Dear ACC, HRC, ZPS and ZAWA Investigations Unit.

 

RE: (1)  ABUSE OF OFFICE BY HON SYLVIA MASEBO

(2) ILLEGAL HUNTING BY HON SYLVIA MASEBO

We wish to bring to your attention through this letter some illegal activities by the minister of tourism honourable Sylvia Masebo in her office.

We as ZAWA officers have information that the minister had a list of preferred bidders for the concessions such as Mr Arsher hoodowner of BP station in Lusaka.  She tried to influence ZAWA officers to award concessions to operators on her list but the officers professionally decided to follow the laid down procedures.

It was only when most of her prefered bidders like Asherhood did not make it through the evaluation process that the minister cancelled the results of tender committee. The minister of tourism does not have any powers under the current ZAWA Act to cancel the evaluations done by legally constituted tender committee therefore she has abused her office in doing so.

The PF manisfesto as good as it maybe is not part of the tender evaluation criteria as she claims. We government officers follow government policies and procedures and not political party manifestos implementing our work. The minister should simply first translate the manifesto into government policies to make them legal for us to follow. If you can prosecute Dora Siliya over the radar issue then you should do the same for Masebo. Be fair.

Secondly, on more than two occasions Hon Masebo as verbally instructed and forced  ZAWA Director General to hunt animals in the GM as for various ceremonies without a proper permit. She did this for traditional ceremonies held last year and for commemoration the World Tourism Days in Lusaka and Livingstone. Our colleagues in Livingstone informed us that she did this in the presence of  DC Sensele, Deputy PS Chingi and Town Clerk Chikoti .

Mr Senseleeven provided fuel to ZAWA for the illegal hunt. We as ZAWA officers we were not very happy with this as it was like poaching but we were forced by Masebo and we are ready to testify.

You may want as well  to look at the issuance of special licenses by the minister masebo for hunting she gives to undeserving individuals without following procedures. We are afraid that this evidence may be lost if you do not act quickly as some of it is in her office.

 

We therefore urge you the ACC and the ZAWA investigations unit to investigate this minister on these charges. You will find very cooperative ZAWA and ministry of Tourism officers you can testify as long as you assure us of your protection.

What we want is just fairness in the application of the

    Zambians why spill beans or let the cat out of the bag when some actions has been taken on some big fish.plz lets be pro active and report such action i mean corrupt acts before a minister acts.i say so bcoz this will appear as if you are trying to cover up the investigations of the fired zawa bosses.otherwise thumbs up for your courage to help the investigative wings once assured of protection.

    Zambians are not dull why write this letter after the people have been fired. She consulted the AG and SG before taking action. Comparing with Dora’s case is misplaced dora cancelled the duly awarded tender in privacy there was nothing wrong with it Masebo has taken the issue to ACC. Sour grapes baba.

    This open letter is the worst and nonsensical news in 2013.Assomeone already rightly put it this is a clear case of sour grapes.Why didn’t the author report to relevant authorities Sylvia’s misdeeds before she fired him(obvoiusely the author is one of the four that Sylvia fired recently)Why wait till now.
    Though am rural dweller going by the numerous reactions from many stakeholders that have supported the minister’s action I also believe her and support her and its clear that the head of state is in agreemment with her.This is what we voted for.Zambians are tired of under hand and shoddy ways of doing things.She has our unflinching support.

    Can these ZAWA officers explain to me what the hell those mazungu’s do at Nkondo Camp in Chief Chiundaponde’s area. They are no animals to protect other restoke yet they ve built themselves nice houses in the middle of nowhere. I suspect illegal mining of precious stones and no checks on them yet they are well guarded by ZAWA scouts.

    After analysing the letter very well then I can conclude that:
    1. The author [ZAWA directors] and the bloggers [ZAWA Crime family] are the direct affected beneficiary of ZAWA corrupt activities now hitting back.
    2. Mr Senseleeven in reference that’s the one they think they will testify against them.
    3. When ZAWA exco where enjoying their illegal activities the bloggers [ZAWA Crime family] where also directly benefiting, now their gold mine is closed so they displaying the kicks of a dying horse.
    4. Mrs Masebo has not stayed longer in her ministry in comparison to Dora Siliya for her to get fully involved .
    5. Its true this site must banned by the government.

    i sometimes fail to understand u guyz its always wise to analyse matters before we insult anyone.if the writer is bitter or not or he is reporting after the minister has fired his bosses or relatives it does not matters is whether the minister has clean hands.if this story has substance then acc,zp and dec shld investigate there is sufficient information in the article. it is not bad to try and explore it at the same investigate those already fired.

    Let us also respect Terms and condition.
    To the ZAWA worker, Dear be fear to yourself. First thing you should know is you can be penarized over the same case. Reason: where were you before Masebo fired you to report the same you are claim.To me alone you were also involved. Why hiding such information of which you have the Truth only to be reviewed after being fired. Think about it. But as Governenment worker I support the say,”Let us accept what happens at aright time” suppose it wasn’t you, would you have reviewed this?

    Good revelations Hon. Masebo. Please also advise the PF Government to look into the airlifting of Copper that Minning companies are involved in! Maybe the Ministry of mines are sleeping and are not aware of this illegal activity.
    The Nation is losing huge sums of money through tax evasion being perpetuated by Minning companies.There is a lot being swept under the carpet! Please wake up!

    ACC and ZP must investigate these claims. The minister should not be seen to be above the law. She did well to fire the corrupt ZAWA officials. But she should dance to the same music if she is found to be corrupt. It does not matter even if the revelations have come after she has taken action against the ZAWA officers. Nobody should be untouchable.
