LIUWA MMD member of parliament Situmbeko Musokotwane says permanent secretaries in the country have become official tourists because of the constant reshuffles.
And Speaker of the National Assembly Dr Patrick Matibini has advised members of parliament to be mindful of their choice of words and debate within the acceptable bounds.
Meanwhile, Parliament has ratified the appointment of Dr Rowland Msiska as Secretary to the Cabinet.
Supporting the motion to ratify Dr Msiska as Secretary to the Cabinet on Wednesday, Dr Musokotwane said permanent secretaries had now become official tourists because they were not staying long in areas they are posted.
He said civil servants in the country were finding it difficult to take certain actions because they were uncertain of their future.
“This is not good for our country and this is the environment that this candidate is finding himself in. We ask for a good environment to be provided for this candidate. We hope this is the last candidate being brought forward for ratification,” Dr Musokotwane said.
And Speaker Matibini made the observation when UPND Kalomo member of parliament Request Muntanga was contributing to the motion to scrutinise Dr Msiska’s appointment.
In his debate, Muntanga said some of the nominated members of parliament were confused and that President Michael Sata should remove them.
But Speaker Matibini wondered what the relevance of Muntanga’s debate was to the motion on the floor.
“Let us be mindful of our choice of words, let us be fair and debate within acceptable bounds. We must debate according to the motion. Relevance is the rule of debate, we need to keep within the boundaries,” Speaker Matibini said.
In supporting the motion, Mbabala UPND member of parliament Ephraim Belemu said the government should define what they want to achieve to avoid high turnovers in the civil service.
Belemu said the PF government needed ‘alangizi’ to teach them on how to run government because the levels of turnover were embarrassing.
In seconding the motion, Bwacha member of parliament Sydney Mushanga said the nominee would have to deal with corruption in the civil service decisively once he takes office.
Meanwhile, the mover of the motion Bweengwa member of parliament Highvie Hamududu said his committee was concerned with the high turnover in the civil service especially at permanent secretary level and above.

musokotwane must be dull. Constant reshufles kills corruption. No one will have deep roots if they happened to be reshufled.

Though Musokotwane made mistakes when he was in government, his observation regarding weekly reshuffles is very important should be supported by all. Who would want to be transferred from one office or province to another on weekly/monthly basis? We are tired of weekly swearing in ceremonies. Its almost two years down the line when PF formed government,but not yet settled despite having members who have served in government before.

Musokotwane is right. We cant be having reshuffles every two weeks. What are they about? Can someone work his plans for less than a year?

MUSOKOTWANE IS NOT IN ORDER THAT’S WHY MMD SYPHONED ALOT OF MONEY. RESHUFFLES ARE INEVITABLE AS SOON AS YOU NOTE SOMETHING FISH.IT WILL BE CHEAPER THAN WAITING FOR PEOPLE TO FALL INTO TRAPS THEN WAIT FOR THE NEXT GOVERNMENT TO COME AND CONSTITUTE TUMA COMMISSION OF INQUIRY,ACC ETC.
