Parliament Says It Will Deal With Immoral Dora Siliya

PARLIAMENTARY Chief Whip Yamfwa Mukanga says Parliament will definitely have to deal with the issue of Dora Siliya’s insulting gesture when she flashed her middle finger in the House.

And home affairs deputy minister Stephen Kampyongo says Siliya is morally bankrupt.

Meanwhile, two youth organisations have threatened to
block Siliya from entering Parliament when the sittings resume if she is not expelled from the National Assembly.

middleSiliya, who is Petauke Central member of parliament and MMD
spokesperson, on Friday flashed her middle finger in protest against the members of parliament that had remained in the House to debate the motion to lift former president Rupiah Banda’s immunity.

Commenting on the action, Mukanga said members of parliament needed to be disciplined and ensure that whatever they did as leaders was acceptable in the public eye.

“Parliament definitely will deal with that issue… If you see leaders like that, raising their middle fingers, then there is a big problem. Since those issues took place in Parliament, we will wait to see what sort of action Parliament will take,” Mukanga said.

“We will wait and see what will happen because if I tell you what Parliament can do, that’s not good enough for me. We will wait and see how Parliament will handle that issue because it took place in Parliament and issues that happen in Parliament have to be dealt with in Parliament. I have heard the disappointment coming from the masses. People are not happy.”

And Kampyongo said Siliya’s action was disgraceful.

“For me I can only describe a person like that as a person who is
morally bankrupt. I expect Parliament to take appropriate action
against her because what she did is disappointing and disgraceful to the youths out there,” he said.

Kampyongo said Siliya was supposed to be a role model to the youths and upcoming leaders.

“Unfortunately, it is disappointing and a disgrace because being in the same generation as Dora, I understand what that gesture means. It is disrespectful and insulting. When she did that in the House where we are suppose to observe decorum and etiquette of the respectable chamber, she forgot that there were people apart from the Speaker, who are old enough to be her parents,” he said.

Kampyongo said Siliya did not just insult the members of parliament but also their electorates.

“So she did not just insult the people in the chamber but she insulted the electorates in Petauke and people of Petauke should now start questioning what sort of leader they have sent to Parliament to represent them. As a female leader, we expect a little bit more. We are in public offices to remain accountable. She has to account for her actions inside and outside Parliament, that’s what it means to be in leadership. If she wants to behave like the women on the streets, let her get out of leadership and join the women on the streets,” said Kampyongo.

And during a briefing in Lusaka yesterday, Open Society Foundation and Speech for Growth described Siliya’s action in Parliament as criminal and monstrous.

The youth said Siliya did not only insult the National Assembly members on the right side and the Speaker but the Zambians whom the members represent.

The two societies said the levels of immorality in Siliya had reached an alarming stage that could only be associated to what the Bible terms as Jezebels.

“As concerned citizens of this great country called Zambia we must say the truth, the truth in this case is that the insult that was directed at his honour the Speaker of the National Assembly has become one of the most shameful pages of history in our country today,” said Open Society Foundation national coordinator Munir Zulu.

“We are giving his honour the Speaker of the National Assembly a 48-hour ultimatum to expel Siliya from Parliament. Should the Speaker not heed our demands within 48 hours, we the youth gathered here today shall have one option, that option is to lock the entrance of the parliament buildings and no one shall drive in or drive out of the premises.”

    WHOEVER IS INTERPRETING THAT AS AN INSULT IS THE ONE INSULTING… WHERE IS IT WRITTEN DOING SO IS AN INSULT? SURELY, RAISING A FIGURE BECOMES AN INSULT?

    There’s no insult in that,why is it that as pf u forget so easily,not so long ago kabimba insulted this nation by refusing to be questioned by the pf ACC,and these pf people have kept quiet about it. Who do u think kabimba is? Just wait and see how kabimba and his co partners will end up. So stop talkind about others when you also have bigger problems to sought out,fine what if RB had insisted to be questioned in front of cadres,what was kama same kabimba going to bark about.

    That’s so lame for the chief whip. Where in the zambian laws or parliamentary code of conduct is it written that the finger is an insult? Sata in the same parliament said Fackson shamendas first name should be said in short because it will get female MPs exited. He also said Dora bokosi in parliament. So ba chief whip, get a life looser!

    It is shameful to have such kind of leaders in Parliament. Certainly this girl called Siliya does not deserve to be in Parliament and even RB should strongly condemn this kind of conduct from the so called Honourable Member. Parliament should ensure that the girl is desplined adequately so that others can learn a lesson. If possible let her be expelled from Parliamnt, we can have by-elections,this time for a justfiable reason. Even if you hate PF,you can never sink so low as a member of Parliament to insult the whole country all in the name of being opposition, who ever voted for this girl in her constiruency should examine their thinking properly.

    Thats smart Dora according to RB, she is morally bankrupt, thats why her pants are always WET, she can’t close her legs all the time unless something penetrates her …………..If she is a right minded person she can lift her middle finger, i know her and her family failed to control her when she was with ZNBC.
    She was chased from EGYPT when she was a deputy high commissioner (something like that) because of her prostitution.There are old people in parliament who are almost age mates like her father Mr Siliya, so thats Dora…. parliament should just deal with her because of her gesturing.

    In the StRONGEST terms I condemned what you did mama Siliya. Especially that you decided to use the National Alter to express yourself however you wished.
    Just repent and stop fulling as people who vote into Office by saying which constitution.
    Thank you for giving me prayer points to ask that National Alter uproot every corrupt minded person. You did not raise that Alter but God did so who are before my great God to talk about the constitution which you can not even follow If straight constitution in the Bible can not be followed. Am not judging mama just repent or that. Alter you corruply using will work against you.

    Not all of us really understand that meaning. But if she did it as to mean the insult that people are talking about then she sunk quite too low for an MP.
