EXPOSED: Corrupt RTSA Officers Have Agents Who Lure Clients to Be Served Quickly

rtsaDear Editor,

Please hide my name.

I was very disappointed with the with the way RATSA officers behave. They don’t seem to be changing with the times.

I went to see how they test would be drivers on their yard. Its saddened me to learn that they actually fail people deliberately by asking things that do not make sense at all. One example is that they ask the people to use hand signs (this is where one takes out the hand through the window of the car to signal where they are going or intend to do). I don’t have a problem with this but the way its abused. This system is actually discouraged by RATSA itself. They will arrest you if they find you doing that on the road saying you are DRIVING A VEHICLE THAT IS NOT ROAD WORTH. Or worse still, i have not seen any driver, including the police and RATSA officer leading by example to use the had signals whilst they drive. The question therefore is why ask someone to do what you yourself is or cant do?

Well after serious consideration, i think i came up with the answer – CORRUPTION
What the RATSA officers want is to deliberately fail people so that they can use their back door friends (agents) to lure people pay money to buy the licenses and etc. Some officer have become stinking rick through these schemes. Try to disguise yourself as if you are looking for a license and you will see these agents who will come to you immediately a RATSA Officer fails you the driving test.

CAN THE LAW ENFORCING OFFICER AND RATSA MANAGEMENT FOLLOW UP THIS ISSUE IF THE COUNTRY IS TO MOVE FORWARD.

Iwe, read the highway code? U’re obligated to know hand signals in case your autoelectrics fail U. Not that U drive Icisasa deliberately!

IWE KAKOLWE, YOU THINK IF YOU WENT TO THE ROAD BLOCK DRIVING A CAR WITH FAILED ELECTRICAL AND USING HAND SIGNS THEY WILL TOLERATE YOU. THEY WILL GET YOU AND DEMAND FOR MORE MONEY WITH CASES SUCH AS DRIVING A CAR THAT IS NOT ROAD WORTHY.

Rupiah, I agree with you. The highway code itself needs to be revised to be in tandem with current world trends.
We all know very well that RTSA offices are extremely corrupt and they live way beyond their means and subsequent governments have given this important issue a blind eye.
It is extremely inconveniencing that these corrupt self serving offices are allowed to harass people who honestly try to obtain driving licenses.

Installation of surveillance cameras both in and outside may help. Else where it works. Let us use our mobile phones to capture these scenes if suspicious. In latest bombing in Boston marathon(USA) it helped to identify suspects.

ZAMBIANS GENRALLY HAVE BECOME SO CORRUPT, EVEN THOSE OF US ON THE RECEIVING END ARE TO BLAME BECAUSE WE HAVE COME TO ACCEPT THE PAYMENT OF BRIBES AS NORMAL. WALK INTO ANY POLICE POST AND AFTER BEING SERVED I AM SURE YOU WILL NOT WALK OUT WITHOUT BEING ASKED FOR TALK TIME MONEY BY A COP AND WE NORMALLY GIVE IN AS THOUGH IT IS NORMAL> AS FOR RATSA OR RASTA> IT IS EVEN WORSE.

Iwe are you working for RTSA to defend their corrupt behaviour? Even at Inductrial Training Centre (ITC), for any trained truck driver to pass you have to pay the examining officer.
I believe management of both RTSA & ITC are part and parcel of this rot!

The question you should be asking is what is a test? then you will see some questions could be a form test to see if a driver knows the rules of driving. if what you are being told is wrong. state out that you cant do it coz its not right.

It is unfortunate that a recruit from training nowaydays does not pass thru the inquiries office and learn police work instead they go straight to traffic section. They do not even know how testify in courts. What they do is to tell the accused to admit to the charge. Shame!!!!

Iam azambian living in the diaspora and my question is ,”Are we Zambians ready to cure this cancer called corruption ?”.Ithink corruption is now a pandemic problem in zambia and more prevalent in state institutions.Secondly, how ready are we to address this issue? This is sad and disgraceful development to mother zambia as no investors in future would be willing to waste their moneys if this bug is not eliminated once and for all .Coming to RTSA,I have no kind words for them ,Govt to re structure and remove all the bad seeds,Train new staff who should be computor literate,Revamp and update the High way code.Mass retraining of Driving Instructors in Zambia on new high way code,Introduce theory tests on computors which should include “Hazard Perceptions as well as many things have changed on the roads today and almost all cars are computerised now.Intsll CCTV cameras in RTSA offices
