Police Warn UPND Not to Go Ahead With Chawama Rally ‘We are Licensed to Kill’

The Police in Lusaka has threatened to take action if the United Party for National Development (UPND) goes on with its planned May 26 public rally in Lusaka’s Chawama township.

This follows the announcement by the UPND that it will defy Police’s advice not to go on with rally on Sunday this week.

Lusaka Police Commissioner Joyce Kasosa has maintained that her office made it clear to the UPND in a later of reply to its May 16 letter of notice, that despite the UPND indicating plans to provide its own security personnel to mane the rally, the Police still held reservations of a few other security concerns.

Ms. Kasosa has told Qfm in an interview that if the UPND however ignores the advice given to it prior to holding the public rally, the Police will have no choice but to take prompt action against the UPND.

Ms. Kasosa further notes that if the UPND was not impressed with advice the Police gave, it should have written to the police again as opposed to defying a clear advice that was given in the interest of maintaining order as the Police is restrained from keeping a presence at the day of the said rally.

In a letter dated 16th May 2013 addressed to Lusaka Police Commissioner, the UPND indicated that it would hold a public meeting that will be addressed by party president Hakainde Hichilema, civil society organizations, trade unions, market associations, and student bodies.

At the rally that was scheduled to start from about 09:00 hours to 17:00 hours, the UPND intended to provide 200 marshals to compliment the police security.

    Zambia Police, why always this kind of behavior? What security concerns are you talking about? Why can’t you just give them guidelines which if they defy then you act on that? Please allow them to have this rally. Let them tell the nation what they have at the moment. We know that this still will take them nowhere because we know the kind of leadership we have in UPND. PF should not be worried about UPND at the moment. Simply let them talk and listen to whatever they are saying, then take some and act on them while those you see unhelpful, leave them. That way ba PF you will perform better than ba MMD. Now if you want to shut the opposition completely, then you will not perform better. These security wings if left uncontrolled will just make the PF unpopular and eventually lead to ba Sata being insulted and labeled as a dictator. You better do a lot of listening .

Nway, ba PF should stop this intimidation of opposition political parties, it is just denting the image of PF n above all the opposition have the right to congregate. STOP IT ba PF!

    Where is the licensed to kill part in the story? I read the story becAuse of that and its nowhere in there. Alarmist journalists?

      We are licence to kill is not appearing in the story. Its like you are putting words in their mouths. The words licence to kill was not mentioned by police but by you the editors.

    We do not need permission from anyone to assemble, are we living in idi amin type of leadership. The Rally is going forward and if the PF controlled police along with PF cadres come to cause violence like they did will the MMD rallies we will not allow. IF the PF cadres come to cause trouble then there will be a big showdown and we will teach them a lesson.

    UPND. Go ahead have the rally. Please, the situation in the country is static. Do not feel intimated. It is your right to assemble. KASOSA do your job, beat them if they go ahead with the rally. with no confusion at the rally, you will get fired. So Kasosa make sure there is confusion at the rally. That is what you are paid for. if they go ahead with a successful rally you will get fired. But Kasosa remember it is their right, UPND to assemble with or without your yes. which I do not think will come from your mouth.You are to scared to loose your salary over somebodies right to assemble.

    There is no tension in Zambia to raise security concerns. Get out of the office Charity if cannot handle a rally. What are soldiers doing for you to talk about security concerns. They can help u if u are lacking human capital(manpower). If the police has no manpower, its tym u started recruiting

    The last time UPND held a rally, it was because they dared the POLICE and said GOING ahead.

    The Police accepted under duress.

    So SATA’s Police must NOT claim that they have previously allowed UPND a rally ever since SATA got into power.

    Sata left instructions, NO rallies from these Bald Men unless PF goons.

    What is this police for? To kill us or protect us. Should we need permits to assmeble? The Public Order Act at section 5(4) only requires notice:
    “Every person who intends to assemble or convene a public meeting,procession or demonstration shall give police at least seven days notice
    of that person’s intention to assemble or convene such a meeting,procession or demonstration.”
