Lusaka Central Police Dont Issue Receipts!

Dear Editor,

I WOULD like to bring to the attention of the Secretary to the Cabinet, Anti-Corruption Commission and other relevant government wings on the blatant theft of public money by some civil servants.
I hope Inspector General of Police Madam Stella Libongani will read this letter.
On February 1, 2013 I went to Lusaka Central police station anti-motor vehicle theft unit to report the loss of my white book.
An officer referred me to the Boma to get an affidavit form.
At the Boma, which is near the central police station, I was told to pay KR20 for a blank form and KR50 for a completed one.
Because I was in a hurry I opted for a completed one.
Within a few minutes the document was availed to me properly stamped somewhere within the corridors of the Boma.
I was not issued with any receipt.
Back to the anti-motor vehicle theft unit at the central police station, I joined a queue of 12 other people who were in front of me.
I was quite impressed with the speed at which we were served. However, I noticed that although clients were paying KR100 for the police report, none of us was given a receipt!
When my turn came I paid the mandatory fee and asked for a receipt.
Answer? The officers told me that the police report was a receipt itself. Now 12 people were served that particular day within a time frame of roughly one hour, meaning the officer collected KR1,200 within an hour without issuing a single receipt.
This roughly means these officers have been making approximately KR8,400 (K8.4 million) each day.
How do they account for that money if no receipts are given to the people who pay? Is it not possible that some junior police officers could be earning far more money than their superiors, including the Inspector General herself?
Consider that this is being done at all other stations and government offices, how much is the government losing to corrupt public servants? Someone must investigate this.

    on two occations i have been to th epolice for the police report, i have nt been given any receipts one time i was told they had run out of receipt books.

    When i lost my passport i went to get a police report from Lusaka central police after paying the fee i was told there was no recipt book coz the book was with the officers in the field. I went back 2 times until i just gave up

    The police are ‘boma’ themselves and how do you question the ‘boma’its difficult because that money reaches even the IG herself.

      …just as junior motor bike ridding officers are sent to go on a Tom and Jerry with taxi and mini bus drivers, where do you think the money they collect from these minor traffic offences goes?…they cash to their bosses in the evenings!…nikwisa ungasanga buju uwaina ne fimanama manama kumukoshi!…even those white traffic caps of thiers are called ATMs!…bafikala atase ba swine!…ba buju nimbifi sana!

    This disease is every where in govt depts. Interpol here in Kitwe at District police force does not issue receipts. signing of affidavities at commissioner of oaths at Kitwe Magistrate, no receipt. Impounded vehicles at roadblock when entering Kabwe from Kapiri, no receipt. Police report at any station, no receipt.

    I had to force Traffic officers at Woodlands to give me a receipt; they weren’t too happy. The one sure thing is that they didn’t back my change though..

    Go into a police camp you will find two or more vehicles parked at nearly each and every house. To even complain or bring it to light is a waste of time. Its an open secret. Every one is fully aware of what is going on, this is what has made the police to be a very rich profession in the country.

    The truth is that the whole system of the police in Zambia is extremely corrupt. All traffic offense penalties have been purged high so that you can have room for negotiations with the officers who in turn will issue you with the Admission of guilty form instead of the government receipt after you have paid the money. That happens in full view of the police command. This happened to me on two separate occasions in Kapiri and at Chembe in Mansa.This government is saying Zambia is poor but they recklessly watch the money enter the police officers’ pockets. Look at the police officers at Chambishi Police station, they change cars kwati fibala. Mr. President, please do something with your team if you are serious with the fight against corruption. Reduce the penalties and then allow police officers to be carrying the government receipts even on roadblocks. It pains to see your hard earned money enter somebody’s pocket who has not even sweated for it while you remain wondering how you are going to buy food for the family when all that you had has been taken away by a kawalala officer.

    And this happens day in and day out, all over the country! Can you imagine how much is lost on a monthly basis? Can you imagine what that money can do? Does anyone care about this in the corridors of power in the police service? Can we have the IG tell us what she is doing to correct this anomaly? As a nation, we need all the resources we can lay our hands on to use in the development of our country. This is daylight robbery right inside the cop shop!!!!

      Foolish thinking the forms are not counted as we are made to make copies . police is just corrupt imagine mounting a road after chembe barrier on no mans land. that in it self is corruption

    Please go to Congo DR and you will appreciate the situation about police officers in Zambia but the fact is that they are gathering for nothing because the Bible says so, ” the wealth of the wicked does not last”.

    The guy who does affidavids at the Passport Office in town never gives receipts. He even has hired kaponyas who fetch customers for him from the ques And Iam sure all authorities know what he is doing

    I wonder if these chaps, the ministers,PSs,IGs and all those senior officers ever read these comments. Because if they did, Zambia would be a better place for all of us to live in.

    I guess with a bit of psycology I’ve managed to get good services from cops. I talk to them with some authority and confidence. They become sceptical and do everything possible to handle my case in order to get rid of me and continue with their usual corrupt ways.

    Surely it wouldn’t be that difficult to plug the holes if whoever is responsible cared to their work. Is that difficult to send in shushushus with hidden cameras from time to time just to send the message that they are being watched. COMMON SENSE, COMMON SENSE despite of all degrees we’ve accumulated, thats one thing we lack -COMMON SENSE.

On roadblocks when found with a case,one will be given a form to called ‘Admission of Guilty’ which indicate hat on such a day the offender will be taken to court. To drivers’ amazement no case takes place and this money is well chewed. We need Anti-Corruption Commission officers on roadblocks throughout Zambia ine napapaata saanafye.

    The saddest thing in Zambia is that you have nowhere to report such cases. You cannot go to any other police station because they are the same. You cannot go to higher ranking officers because they are connivers. You cannot go ACC because they are impotent. The whole system is so rotten. In countries where they have reversed corruption, police have undercover cops; unknown to other officers who check on the others by pretending to be civilian members of the public. They instantly arrest the wanting officers. Can the police service please clean up.

    last weekend i was supposed to b in police castody for contempt of court,but upon arresting me,i produced the receipts indicating that i was paying.This came to their attention that the court clark has been eating my money.The police asked me to give themKr100 for making an effort to arrest me and for assuring me that they will open a docket for the clark who eat my cash.Then i was requested to stay indoor so that they can as well eat from the clark so that a docket is not opened.that was double corruption

    Well said my dear.Its not only police reports that have no reciepts,but traffic offences too hav no receipts.These days they with the admission of guilt forms as a rpt.hw can the govt fail to print reciepts but manage to print admission of guilt forms.just how do they account for that money.dirty cops,dirty civil servants.INFACT U ARE NOT CIVIL SERVANTS BUT CIVIL CRIMINALS
