Vice President Guy Scott has described Southern province Minister Daniel Munkombwe as a humorous old Chap.
Responding to a point of order raised by Monze central Member of Parliament Jack Mwiimbu who wanted to know whether it was in order for Mr Mukombwe to imply that Members of Parliament are in the house because of politics of the belly, Dr Scott says Mr Munkombwe has had a lot of practice telling jokes over the years.
He says he would not wish therefore compete to compete with the Southern province Minister.
Meanwhile Dr Scott says the construction of a 30,000 seater modern stadium in Livingstone will cost approximately US$64 million.
Dr Scott says construction of the stadium will boost tourism in Livingstone and lead to job creation.
He adds that the construction of the stadium will only commence once a contractor has been picked.
He explains that so far, K3 billion has been provided for clearing of the stadium site and provision of other services including water supply.
Dr Scott says the tender for the construction of the stadium has since been advertised.
Parliament resumed sitting today.

You XXX you cannot see what is in Munkombwe. The old man is charismatic and a powerful member recruitee as we are talking certain areas in southern province, have been well penetrated into by PF because of him as this game of politics is of numbers.
