Forum for Democracy and Development (fdd) president Edith Nawakwi has challenged Finance Minister Alexander Chikwanda to publish the performance of the budget in the same manner that his predecessors published it.
Speaking in an interview with Qfm news, ms. Nawakwi says it will only be fair to the majority tax payers in the country if the Minister of Finance clearly states how much monies where allocated for each sector and how much has been used so far.
Ms Nawakwi notes that by doing so, the oppositions and the people of Zambia in general will have a clear understanding on how much was also allocated for the continued hosting of by elections in the country.
The FDD leader stresses that the minister of finance should do his work by simply publishing line by line for each ministry how much was budgeted for and how much has been spent so far.

Nawakwi you will go down in history by allowing the Carlington Maize scam with Chiluba when you yourself was minister of Agriculture where millions of dollars tax payers money was swindled from the ZAMBIAN PIPO. STOP CREATING BAD IMPRESSIONS ABOUT THOSE WHO ARE IN GOVT FOR ONLY 19 MONTHS.

I had a lot of respect for women through Edith but now I have to look elsewhere for my daughters’ role model.
Just because you and Magande where Finance Ministers before and you are previlaged to know that any budget cannot run so smoothly, does not mean that you can carelessly abuse that previledge.
Just because you experienced budget overrans does not mean any minister can experience the same. We know even in your tenure, you used experience monthly or periodical overrans. We know. We know when you used to come up with sudden programs to raise govt money.we know you could decide that we cahnge the passport to raise the maoney. we knoe when you decided to change driver’s licences, it was meant to bridge budget overruns.
Just because you have people who believe you are knowledgeable in the field does not mean you should be lying.
Just because you still have freinds at the Ministry of Finance and who still give you patronage does not mean you can abuse you past trust.
You have no right to start pressuring the state to start explaining things when you want.
What indications do you have to suggets that there are budget overrans? Have we got civil servants not yet paid last month salary?
Give credible evidence that you ahev seen suggesting overrans. Do not ask the minister to prove what you have not substantiated. Give the reasons for your assessions.

THE TWO FORMER FINANCE MINISTERS ARE RIGHT, WE NEED TO KNOW HOW OUR MONIES ARE BEING USED. BUDGET OVERRUNS MIGHT HAVE BEEN THERE IN PAST BUT NOT TO THE EXTENT OF 13 BY ELECTIONS, UNBUDGETED FOR DISTRICTS, DCs, TENTH PROVINCE, BLOATED CABINET. THIS IS MADNESS.

You cannot just work up and blame those who are in power now when the constitution says we shall have by elections on the following grounds: When an MP dies or deffects or becomes incapacitated. This simply means the consitution recognises the deffectors and to stop these by election is by changing it. No president can stop these by elections without changing the constitution which should be followed and respected at all times.

What if the budget was for say, 40 bye elections, what would you say to that? Like Kenndey says having been a minister of finance before does not guarantee her to call such shots!

For me, there is nothing she has said to warrant any insult. Please even if you are receiving free money through patronage from the PF govt, lets all be rational. Govt budgets every year indicating ceilings to all its institutions and this budget is aproved by parliament. Now Ms. Nawakwi wants to know if the approved budget is being strictly followed.those working in govt depts know that that is not the case now because their allocations in the yellow book are not coming and hence, there is a strong suspicion that they have been misappropriated to by elections

I agree with you 100 we all need the report. What I am against is for stating a stance before you see the report. You can demand for a Budget KPI report without prejudice. The case here is different.

People within the ministry of finance knows that the Pf government is off the line and they want things to be in order but they are saying things are okey.
Please Zambians open your eyes and ears let the finance minister publish so that we know if they are peforming or not.

Looking at the way we are stating things, I would suggest Basic accounts or finance become a compulsory subject in all collages. Kanshi what is a budget overran midway the fiscal year?
Do we know things like MTD and/or YTD in Financial reporting? What is the purpose of mornitoring performace of the two and correcting towards YTD target?
Remember thateven factors that are beyond the minister’s control are at play and it takes may be the following month to control the effects of say the volatility of the currencies. You can easily post an adverse variance simply by the effect of the exchange rates. That infact why we are implementing SI32.
