ECZ Finally Rules that ‘Smart’ Dora Siliya & 3 Others Will Not Re-Contest The Parley Seat

The Electoral Commission of Zambia-ECZ-has disclosed that it will not receive nominations from Dora Siliya, Hastings Sililo and Maxwell Mwale on Tuesday 13th August ahead of the 5th September by elections.

The Commission says this follows the receipt of the official notification that was required from the judiciary on its position regarding reports on nullified seats.

ECZ Acting Public Relations Manager Sylvia Bwalya has confirmed the development saying the political parties are therefore free to seek judicial guidance on the matter if they find it fit.

This poses a big blow for both MMD and UPND as they had adopted the Dora Siliya, Hastings Sililo and Maxwell Mwale as candidates respectively for Petauke Central Mulobezi and Malambo constituencies.

The Electoral Commission of Zambia-ECZ-on Friday postponed the nominations for three out of the four parliamentary by elections slated for September 5th to 13th August 2013.

      It is NOT a good move because ECZ and PF know that it will be very difficult for the other parties, UPND and MMD to find alternative candidates within TWO days. The opposition candidates will also be at a disadvantage in that they will be competing with PF candidates who had also covered a lot of ground in campaigning.

      Please PF, these opposition candidates are not only Zambians but are also tax payers and the parties they belong to are legitimate parties.

      The opposition political parties should go for an injunction to delay the process so that they too, like PF, can prepare. Anyway, PF are trying very hard to kill the little support some of us had left for them. I know you will say you do not need my ka-vote, fine, I will give it to someone else.

        Very correct, they suffered humiliation like no mans business. How could a person whose seat has been nullified due to malpractices be able to stand again?

    IT IS STILL A FAIR GAME! These elections may reveal something. First, will the ruling party dare to exhibit any forms of corrupt practices? If not, then the opposition will not be disadvantaged in any way at all. Any identified instances of corruption may be used to contest and nullify the election results for whichever candidates may win. In fact the ruling puts the PF under greater pressure to display corruption free behaviour in the elections. Secondly, this is a good precedent. Why should individuals determined by the courts continue to re-contest national elections? Further, why should individuals with records of lying be allowed to contest elections?

    Winter has managed to manipulate the law, the three candidates would have whitewashed the PF candidates in these by-elections, seek legal advise!!!!!!!

      What about Steven Masumba who forged a qualification document at NIPA, what is PF position? Is this not double standards by a failed regime? Even Gabriel Namulambe is also questionable as he still has pending court suspected case of stealing bicycles.
      I will NEVER in my living being as a Civil Servant vote for PF. Imagine this is 8th Month in a year only 4 grants were given to District Health Offices, what a big time SHAME!

      judiciary run by an ancient,old, ugly and fat menopausal woman can not be fair. are u aware that kabimba had a meeting with the ACJ before they announced the barring of dora and maxwell. may be yr analtyical capacity is questionable. will giv u a benefit of doubt.

      MMD was obnoxious but I now symphathise with the individuals esp. Hon Mwale, who I think, was just a victim of excitement. I still do not symphathise with Mme Dora Siliya because she really mocked Zambians who were in the opposition so much during the 2011 campaigns. You see, when you mock the opposition so much, you create permanent political enemies. Am seeing the same thing with Hon. Minister of Justice. PF as a party in power may enjoy privileges but the mocking behaviour of individuals drives undecided voters away. Like it or not, your mocking and abusive behaviour as a party official may please your fellow cadres but the silent non-partisan voter is driven away from your party. After all, there are so many parties. It does not matter if you still win without that vote but they will be happy that they did not vote for you. That is how I still feel about the MMD.

    These bye-elections are costing us big time. The big losers are us ordinary Zambian citizens who are denied development. I look forward to having the new constitution enacted so that such wastage is curtailed.

    What is Masumba’s status regarding forgery of ATD ualifiction? Is it Judgement or Appeal? I am asking because if it is judgement, then like the case is with Namulambe let the courts speed up. If it is appeal, a judgement was made and should be in effect!

    The whole ball was targeting @ removing Dorah from Parley.Look @ the kind of judgement passed against Dora by Chibesakunyo- a farce!Why is CNP keeping an old lady as CJ?And now they want 2 push in cadres @ ECZ just like we now hav a cadre Speaker,cadre Minister of Justice,cadre DCs countrywide…elo lwanya bakwetu!

    In retrospect, I can successfully challenge the courts to anull the past by elections in which the ‘corrupt candidates’ recontested. But costs MUST be on ECZ. More bye-eRections for poor Zm

    Next- DR. Nevers Mumba will be found guilty for his cases in Canada. RB will be found guilty for his Nigerian deal. MMD must start looking for a new presidential candidate for 2016.

    i am almost likening this party to The labour party in England. Since Tony Blair, people have had this hatred for the party and it has been very hard for the current leader to re instill trust in the party. They are struggling. I think the same goes for MMD since Frederick Chiluba.

    It is like people do not have anything to say here.Why do you mention RB and Nevers in this situation.We all know that this law has come up because Dora is a threat to PF she is a Iron Lady no man in PF can match here.

    With such issue PF is losing out on the ground, 2016 is for the opposition to form government.

    The 3 were going to white wash the PF in these by – elections.

    It is sad to fight using the Judicially and the ECZ, we know the tricks.God guide Zambia from a one party state.

    I am seriously worried with how the country law makers are dealing with some cases ,the bias ,unfair ruling and all.The grounds dora’s election was nullified was that of FALSE CAMPAIGN PROMISES AND METHOD’S.Well to start with My President who i supported and respect made false statements about the 90 days ,constitution and more money in our pockets….cut the “read between the lines” meaning of some campaign promises, if it applies to My beloved President then it should apply to dora ,i hope they seriously consider their stance and this plea is not to Judiciary but to PF ,DORA IS ONE WEIRD WOMAN BUT SHE SAYS MORE SENSIBLE THINGS THAN MANY BOOTLICKING POLITICIANS WE HAVE WHO FEAR LOSING PAY PACKAGES FROM THE BOSS AND FEAR TO TALK

      How can a candidate whose seat has been nullified be legible to stand again. Common sense not envy tells us that he/she is disqualified. How can one proceed with his journey lets say to Canada when his passport is declared in valid? Surely one has to use his brain to cogitate not lips.
