The Patriotic Front government has assured public workers that it will implement new salaries and conditions of service effective this month.
Early 2013, the Zambian government entered a collective agreement with the Public Service Workers Unions that will see in increment on salaries and improved conditions of service.
There has been some concerns from public workers as whether government will effect the agreement.
On September 14, 2013, Information and Broadcasting Minister Mwansa Kapeya announced in a press statement that government will effect the changes this month.
Kapeya said It is important that the wages and salaries that government is implementing, are preceded by recommendations made by the Salaries Review Commission conducted in 2010 and chaired by Professor Muyunda Mwanalushi.
The new Information Minister who is also Chief Government Spokesperson said It was recognized that, other than their salaries, the real and bulk of the earnings of civil servants are not quantified in monetary terms, and therefore, not captured in the national budget under the personal emoluments category.
He said because of this, it was discovered that the difference between the highest and lowest paid employees is too wide, in most cases.
The Minister explained that in fact, the Report established that although the wage bill is restricted to a ceiling of 8% of the Gross Domestic Product (GDP) by 2010, the actual figure was far higher than reported.
Kapeya further observed that It is clear that the current salary structure that government is doing away with is characterised by deep-rooted inequalities, anomalies and inconsistencies.
He points out that It is for this reason that Government embarked on pay reforms to harmonise public service salary structures and conditions of service.
The Minister said the PF government is now confident that these and other measures, will contribute immeasurably to accelerated social and economic development and the development of a highly motivated, professional and productive public service.

u kno wat pipo i ve went thru the GRZ-CSAWUZ collective agreement its nonsense these pipo are not following the organogram for protocols to orbsarved by juniors having same salary scale?eg.stores departments i was shocked with so many channels of duties,the highest in grade H,second grade F and last grade D in betweens each grades there juniors with less qualifications how do they admire skilss from their superiors afterlow there are on same basic pay.this is embalasing indeed.

What would have been better, increasing my salary or using the same money to employ more civil servants in the ministries where there is need, hence having many of our youths employed? I am just thinking!
Prices of commodities will go up proportionately so that at the end of the day there is no significant pay rise to talk about, taxes as well
