Offer letter on sale of plot is not written by him as councilor. This should mean that he works with other council officials who do write offer letters hence even this officials need to be arrested. So to say he offers corrupt plots I think that not been fair on him alone. Who is going to arrest him because even these arresting officers have acquired lands or plots corruptly from the same council officials including Mr.Kabwita. Personally feel corruption is cancer which as spread widely such that even investigation officer has become corrupt in the name charging duties.E.g. look at police officers there are working not to help common man but to enrich themselves. This could be evidenced by assets that have acquired from mere salary very impossible. We need Jesus and not man.
