Incompetency in every organisation should not be tolerated. If this chap was not up to the task of re-imbursing Isaac, he should have escalated the issue to his/her supervisor.
Zambia should start demanding for quality and efficient service wherever and whenever they are paying for it. Good riddance to incompetency!
