NGOs Defy Registration Deadline

Non Governmental Organizations have restated their position that no genuine Zambian NGO is prepared to register under the NGO Act in its current form as the deadline for them registered closed today.

Non Governmental Organization Coordinating Council (NGOCC) Board Chairperson Beatrice Grillo has told a media briefing in Lusaka today that the NGOCC together with its one hundred and five (105) member organizations will not register under the NGO Act in its current form.

Ms Grillo says the NGOs acknowledge the need for some form of regulation including self-regulation of the NGO sector to make it more effective and to enhance coordination.

She adds that NGOs are opposed to regulation under a Law whose sole purpose appears to be to register and de-register them.

She further states that NGOs are opposed to regulation that adds no value to either the country’s democracy or the NGO sector.

Ms Grillo says the PF manifesto of 2011 to 2016 clearly states that the PF government will amend the draconian NGO Act.

She has since called on the PF government to fulfill their campaign promise and begin the repeal of the NGO Act in earnest.

Ms Grillo has further urged government to suspend the registration process of NGOs until all contentious issues are addressed.

Today 3rd February 2014 marked the deadline for registration by NGOs under the NGO Act of 2009.

    @ Kayula, just take your time and read the NGO’s Act then you will appreciate why they are resisting!

    NGO have had their time. There is no project in any country in africa in which they can lay their claim of any development and benificial. They are just a bunch of white adventurists which may lead to one wondering as to why only whites are sent to work as NGO while there are hundreds of blacks who can do the jobs better. After all they originate from africa and the they know the shortcomings better. It is horrifying hearing these same NGO teaching africans about human rights.Iam a resident in the Netherlands. This country housing Interantional Court of Justice and the International Peace Palace, has even a police bureau a few meters away where mostly foreigners are detained and mentally or physicaly tortured. How can such a country with bad racial records and where 99% of the prisoners or the detained happen to be blacks or arabs.Where shooting of foreigners by the police or beatings are protected by the law.Where all telephone call or emails are intercepted. These NGO must go back and inform their countries on how we zambians enjoy the respect for each other and the freedoms.

    All that is needed is for GRZ to ammend the societies act, the companies act and cooperatives act to ensure that they are all independently audited by certified accountants or the auditor general annually. Their finance staff must be zica/acca/cima professionals and their other staff (like procurement, marketing…) be bonafide members of professional bodies. That way all the shady deals and bogus operations will shut down or jailed.

    Trusts, companies ltd by guarantee, ngo’s, charities, associations, political parties and such like should be professionally operated. Not the squat we see with any jack@ss calling themselves an accountant, engineer, purchasing officer, marketer.
