Tourism Minister Sylvia Masebo this morning testified before the Roydah Kaoma tribunal that she was directed by President Micheal Sata to dismiss senior Zambia Wildlife Authority Management and dissolve the ZAWA board.
Ms. Masebo told the tribunal that government deemed it fit to dissolve the ZAWA board as it would undermine her authority as Minister.
And Ms. Masebo told the tribunal that ZAWA owed a staggering K2.4 billion to various institutions when she took over as Tourism Minister in 2012.
Ms. Masebo said she discovered when she was appointed Tourism Minister that Zambians of foreign origin had more influence on the operations of ZAWA because senior management was allegedly corrupt.
She said donors had no kind words for ZAWA due to the gross financial mismanagement that was being perpetrated by top management.
Ms. Masebo alleged that there were rampant thefts in ZAWA but it was difficult to detect because there was a syndicate at the institution as most employees are related.
Ms. Masebo told the tribunal that she unearthed a scam upon her appointment to export over two hundred sable animals to South Africa.
She further revealed that she had difficulties in accessing information from ZAWA because management had been deliberately concealing information.
And Ms. Masebo told the tribunal that it was inevitable to cancel the tender for the 19 hunting blocks because the mafias running Zambia’s wildlife sector were externalizing 97% of the proceeds abroad.
She lamented before the tribunal that most of the safari operators were not registered companies and were not paying any tax to government.

I can’t believe how Masebo has punched so many holes in her story. If she has no information because the ‘mafias’ (forgive her using street slang before an august occassion) concealed it, how did she substantiate her litany of accusations/allegations? Clearly, she did not rehearse her lines with Scott and Malila before hand or she wouldn’t have gone way off tangent.
Truth is: new set of foreign operators have replaced the old foreign operators.

Very true my bro. It is uncouth to think that Masebo can do what she did without support from high offices. When you are operating at high level, people will always form cliques to dislodge you. This is what has happened with the fired ZAWA chaps. The President formed the tribunal because people made too much noise on the same. I support Harrington at times, but is it normal to spend all your life taking other people to court? May be its a hobby.

Wildlife in Zambia has also become like Mining where the locals just hear about it. Even supplying goods and services is for the local Indians, whites and foreigners. Ask how many Zambians have seen a Lion or a Buffalo before and you will be shocked. If its true that she discovered those scams, the firing is irreversible. Some of these things have nothing to do with the constitution, it is just common sense. Also this is the down side of Democracy because some chaps take advantage of it. They team up and start accusing the Minister of slaughtering an animal for traditional ceremonies etc, what the hell is that? The problem is that some of these chaps just want wildlife to be the preserve for them and them only. To hell!

@Chiko- some enlightenment. A wrong is always a wrong. If you use wrong means to get a right outcome, the whole thing is tainted. If I hammered a 6″ nail into you palm to get you to tell me about your wifes theft is it correct. If I imprison you to get your brother to make himself available for questioning, is it correct?
The CEO is employed by the board, the board is apointed by minister. If you want to be rid of the CEO, pove your case immediately or refuse to renew his contract. This is not idi amin times.
When you are sacked without due process you will squeal! Do unto others …

Well, we may have to look at the powers vested in the minister. However, any normal minister would not take such a move without looking into her/his job description. I just do not understand the extent of the “due process” you are talking about but what I do know is that if the minister finds something wrong and her job description allows her to take action, so be it! The good thing is that there are well established legal procedures in Government. People can be funny. If you have been a high ranking official before, you should know what am talking about.
