SATA To Reshuffle Cabinet Again, Davis Mwila To Bounce Back In Cabinet

CHIPILI PF Member of Parliament Davis Mwila iw set to be re-appointed into government several months after he resigned as defense Minister.
According to highly placed sources, Mwila who is also PF member of the central committee may take over as Tourism Minister following the dismissal of Silvia Masebo.

The sources said President Sata may do another quick reshuffle which will see Fackson Shamenda go back to the Ministry of Information to replace Joseph Katema. Katema may then be named as Tourism Minister .This is will be down to create a vacancy for Mwila who is a well known guru.

However, some PF MPs complained about this move by Sata because they feel Mwila embarrassed the President by resigning from government.

Mwila’s resignation was hastly done shortly after Sata promoted Harry Kalaba to full cabinet minister, a move which angered Mwila who felt that Sata was not grateful to him for being a PF faithful at the time over 27MPs rebelled against him in 2007.

    If this happens, this will be a good thing for Luapula province. Currently, Luapula province does not have any one who can forcefully and fearlessly fight for the province in the cabinet. Mwila may have his own inadequacies such as low levels of education but he stands better, much better than the two cabinet ministers in the province, Kabanshi and Kalaba also including Mukanga Yamfwa who, tho a copperbelt MP, hails from Luapula. I am not PF nor a close friend of Mwila but i have worked with him closely. We just want such a person as a cabinet minister from Luapula. We hope it happens for the good of our people in the province, which in my view does not have effective representation!

        Mailoni, i have already indicated here that, even with degrees, some people can not perform. Being a cabinet minister you do not need a degree. does one need a degree in chemistry, mathematics, electrical engineering or mining to be an effective people representative? Show me Mr Mailoni how mathematics can make one advocate fearlessly for people in Shangombo. Do you know mr mailoni that you can be a degree holder in economics but you can never out-do a village fisherman in catching fish? A degree is a speciality and does not make one an all rounder specialist. If you doubt, just join a newly formed intellectuals’ party and see how terribly they would crash in politics because i do not see how you will go door to door as intellectuals to do the campaigns in Zambia if not with the support of the hard working unlearned cadres. By the way, just your insulting response shows how misplaced you the uneducated are. Who in this case befits a good leader between you the intellectual and me the one you call as you have indicated. I BEAT YOU MR INTELLECTUAL! We are talking about people management and the fight for their cause!

      What Provincial representation are you talking about in cabinet? are you talking about tribal balancing or regional balancing? This is a recipe for problems, because some provinces do not have a representation in the cabinet, and if you want to promote this pattern of appointments you are encouraging tribalism or regionalism so to say.

        This is healthy debate! KATUBA OLD BOYS, My point is; better to have a semi literate representative who is effective and can make things move for the people than to have a graduate who is self centered, ineffective and can not deliver. As for Provincial representation, it is imperative that all provinces are represented at cabinet level. But if some tribes are not represented, as is the case now, it is such issues you and others must pressurize on to balance up. You like it or not, it is everyone’s desire that they see development where they come from. This is my desire too and remember i am not saying i am happy we have more cabinet ministers from Luapula, but i am happy because at least i see, if confirmed, one who can advocate for Luapula effectively. It is for this reason i want those political parties believing they are popular but have regional strength to strive to make their presence everywhere because they too, when they form govt may be accused of being tribal by not having regional representation. Regional representation but effective is what we all must work towards achieving. DAVIS MWILA, with his low level of education can represent Luapula better than those who are in cabinet and hail from Luapula. Mind you, even in cabinet, a well educated cabinet, it is not easy for anyone to advocate for development into provinces they rarely go to.They simply may not appreciate people’s desires and aspirations, other than the traditional needs. It is easier for chiefs and the provincial populace to speak through MPs coming from such provinces than waiting for ministers visiting them or send entourages to Lusaka.This is the reason, today, for the misplaced priorities we are seeing being taken into provinces. Mind you, civil servants who draw up provincial budgets, are not policy makers but are implementers and as such they can have a bias to promoting projects that would leak, easily, funds into their pockets In cabinet to discuss apportioning provincial development resources, you need an attitude of PA KWAKANA UBUNGA, TAPABA INSONI(to share mealie meal, you must not bargain in a shy manner). Mwila is such a character who can fit in this scenario. Take it or leave it!

    The best is just to have a table with minitries tags infront of each seat. Sata can then play musical chairs every Monday to assign ministers.

    They are equally inefficient and he simply directs them to sign documents.

    As for the tribal issue of luapula in the first comment. That’s typical of a thunder head villager.

    The process of tertiary education is not an advanced maths course or how to count to ten faster mr chipasa. It imparts in one the skills of critical thinking, academic documentation and interpretation. It sharpens ones ability to think and operate intelligently. That is the difference between you, mr Chipasa and a uni graduate.

    Some ministers have over stayed in one place even the Israelites used to shift camp on their way to Canaan. President Sata Should go ahead and do the right thing with the material of Zambians at his disposal, he can mix the edu and the non or list edu as even those most boasting edu will never have a Zambia to rule without these two groups in the nation. The minority Edu will want to maximise all the Zambian wealth at the expence of the majority un edu while God gave Zambia, its wealth in it to all alike.

    its a good move which i personaly can support it.we need MP’S who can work not just to push them to work. we have eyes and we see who is working and not working.ministry like defence,tourism,home affaires,sports,foreghn,lands and mines there are trying but what of the rest ministries doing? Agriculture , education,local government,finance,commerce please pull out sockes including health.
