Former Zambia Army commander Lieutenant-General Wisdom Lopa says the situation in the run-up to the September 20, 2011 tripartite elections was volatile and this prompted him and his colleagues to use sex boosters to ease the pressure.
This is in a case in which Lopa, former Zambia Air Force (ZAF) commander Andrew Sakala and former Zambia National Service (ZNS) commandant Anthony Yeta, respectively, are charged with theft by public servant.
It is alleged that Lopa, Sakala and Yeta between September 16, 2011 and September 21, 2011 in Lusaka, stole K1.5 million belonging to the Ministry of Defence.
The money was meant for defence operations during the 2011 general elections.
When the matter came up for continued trial before magistrate Wilfred Muma yesterday, Lopa said he and his colleagues, former Inspector General of Police and the director general of the Zambia Security Intelligence Services (ZSIS) engaged in covert activities to curb the volatile situation.
“Sexual boosters were used to relieve pressure,” Lopa said during cross-examination by public prosecutor McQueen Zaza
Lopa said he did not refuse the funding of K500, 000 to each service for use in covert activities during the election period because Government funding is hard to get.
He said the Zambia Army had resources amounting to K3.5 million in 2011 meant for its operations and it did not necessarily need the K500,000 which was to be given to each service.
Lopa said it is difficult for the army to get adequate funding from Government and he could not refuse additional funds for operations.
He said he does not know the reason why the Office of the President Special Division decided to send the money through ZAF instead of the usual bank transfers but that he did not receive this money.
Lopa said there was no reason for Sakala to handle the delivery of the money because he was a mere member of the Central Joint Operations Committee (CJOC) and this has never happened.
He said he exchanged various gifts with Sakala but that money was not among them.
Lopa said he got exotic drinks from Sakala because ZAF is better stocked than Zambia Army and ZNS.
He said he did not include the issue of the K500,000 in his handover report to his successor because it was not important.
Lopa said there were more important issues to report on as he had limited time to vacate office.
He said the army used the K3.5 million funding to conduct election-related activities.
Trial continues on May 6 this year.
