BREAKING NEWS:Returning Officer Says Sampa Was NOT Declared Winner
Returning officer in the second PF general conference Lusaka Lawyer Kaulongombe says Miles Sampa was not duly elected and was not declared winner.
The drama surrounding the PF succession wrangles has now taken a major twist and interesting turn.
Lusaka Lawyer Mutale Kaulongombe has now dropped a bombshell and said Matero MP Miles Sampa was not duly elected as PF President because it was marred in irregularities and that he didn’t declare Sampa as the Returning officer.
Kaulungombe says he is a man of the law and it is his responsibility to tell nothing but the truth.
Mr. Kaulongombe says the PF General Conference did not satisfy the requirements as stipulated by the PF constitution.
He has pointed out the conference failed to come up with the initial quorum of 3,700 delegates.
Kaulongombe has said he had informed Acting President Guy Scott of his decision to inform the nation of what happened in Kabwe and that Dr. Scott responded “he was indeed free to do what was right”.
ADDITIONAL INFORMATION
-Kaulongombe was appointed returning officer by Dr Guy Scott.
-He has further warned the media not to refer to Sampa as PF president because it would amount to contempt of court.

It would appear Scott did not realise he was being dragged into the madness. Because his short-sightness is so glaring he should not be allowed anywhere near our national affairs, a security risk. His lack of leadership this whole fiasco has cost PF precious time. May be it was written that HH was to come at this hour; it’s simply impossible to understand the PF foolishness through human faculties. RIP PF.

The judge will declare both conventions as illegal, and the PF will have to hold another convention. Common sense.

He is a lawyer. lawyers are very sheruide in their words. He hasn’t denied the fact that he presided over the elections, or that Miles Sampa won the same elections. He has just denied declaring Sampa as dully elected president of PF. It was a well calculated move. Team Sampa knew that doing so would land them in trouble with the courts cos of the injunction by team Lungu. Only people with small brains can be swayed by this. This returning officer is still in team Miles. The courts will nullify results of both GCs and instruct them to go hold one legitimate GC.

For me,I feel both Edgar and Sampa were both nt dully elected.Both conferences were full of irregularities as observed by both Kambwili and Lubinda.As at now the PF president remains Scott.Bt I must mention tht Edgar may be popular in Urban Provinces only-nt Western and other rural Provinces.So,Given Lubinda,Bob Sichinga and Scot are the real men.

Scot called for the convention to run from 29-30th Nov. He NEVER touched the Rock but extended it to 1st Dec.
The council quorum was at Mulungishi & all aspirants were askef to file-in by 14hrs. Only EL did. Delegates were invited to Mulungushi but Scot were accrediting from Presidential Lodge. Lungu had not filed-in to Scot so how did he find himself on their ballot?

Following the withdrawals from the race by Wilbur Simuusa, Given Lubinda, Chisimba Kambwili and a no show by former First Lady Dr Christine Kaseba, the final counted results were 4 votes for Ambassador Ambassador Seleman Phangula Banda, 7 votes for Commerce Minister Bob Sichinga, 195 votes for Geoffrey Bwalya Mwamba, and Miles Sampa with a landslide runaway victory margin of 900 votes. This meant that a total of 1,106 votes.
the losing candidates got were less than two hundred each and yet to qualify for the race they had to have had at least twenty supporters from each of the ten provinces.The figure of 1,106 votes indicate that a quorum was far from formed.

The lawyer’s word is not the final say as the case is before the courts.Judges will determine the full course the events will follow but for now this should certainly deflated Sampa and his camp!

Just let Lungu stand as PF President then disqualify him before election on the bases of parental clause. That way we can get ride of all foolishness going on pa zed. Anointed he says he says? does he know that pride comes before a down fall. NO matter what the majority wants Laws and rules must be followed for no one is above the Law. It is very disappoint to even know that he is a lawyer which law school did he go to? am surprised to know that he even passed the Bar- exams. Wake up my fellow Zambian who are blindly following Lungu Mukalila . Busy fighting each other Lungu takamisungile abana neither will he come at your funeral when you kill each other.
