Constitution Referendum Is Necessary- Chipimo

National Restoration Party (NAREP) President Elias Chipimo says the holding of a constitution referendum is necessary.

Mr Chipimo has stated the referendum can be held without conducting a national census, adding that many countries have done this and Zambia can do it.

He says a referendum is needed because some clauses in the current constitution have to be amended which are going to affect the bill of rights.

Mr Chipimo adds that the country also needs a referendum to give the full endorsement and backing of the people for the constitutional document even if they are not changing the bill of rights.

He says failure to hold a referendum will be denying the people of Zambia the right to get involved in the constitution making process.

Mr. Chipimo further states that money should not be an issue considering that there are many well wishers who are willing to assist only if the country is able to demonstrate a genuine commitment towards the constitution making process.

    Iwe Chipimo kanshi finshi taumfwila; baleti there’s no money. Major international institutions have said they can’t fund the exercise, because time is too short. You will never win any election, with your obstinacy.

    Iwe ka chipimo naiwe,bushe indalama naukwata?it has been stated that thez no money 4 such an exercise and we all agree and understand,yet u r busy runnjn ur mouth.no wonder political career yobe ileyafye panshi

    I definitely agree with Bwana Chipimo on this one! The Government should find the money for the holding of a National Referendum. The new constitution should be born from the people. To short-circuit the whole process through parliamentary amendments of the 1996 Constitution would be an extremely unfortunate exercise, which would render The Mungomba Constitutional Review Commission to have been an exercise in futility. Let us be honest with ourselves; if there are certain clauses in the Final Draft Constitution, which seem to be repugnant to a section or sections of the Zambia populace, then our listening PF Government must find a way of changing, amending or deletion of the said contetious clauses from The Final Draft Costitution, before the holding of a National Referendum. Am confident that our PF Government is resolved to giving the people a constitution that will stand the test of time.

    this constitution referendum project is very expensive..if government plans to tackle it on a lot of projects will be put on halt…but this is what the people want and have been crying for for a while… involving them fully will be a worthwhile journey for the Pf…so I say next year wen Pf wins borrow if u have to but let’s close this page once And for all..vote Pf for a new constitution.. vote ifintu

    I agree with chipimo. He is one of the few other party leaders outside the UPND that I tend to agree with. Isn’t it also ironic that it just so happens that this man is highly educated? Chipimo has just restated what I said a few days ago. I also feel chipimo needs to really rethink his politcal strategy and joining the UPND would not be a bad idea for his politcal growth. In the UPND we embrace all those that we feel are able to positively contribute to our aims and objectives. Please vote UPND and let us do away with a party called PF that has promised a constiution within 90 days since sept2011

    People, do you know how the kaponyas think of the constitution? They think the constitution is going to lower the cost of mealie meal and create jobs. Can somebody explain to then what it means.

      You will find that you mean the the PF cadres and not kaponyas. Pf cadres are a very notorious branch of kaponyalism with high levels of illiteracy. The level of ignorance is so high that the leaderhip have failed to do anything about it. The cost of dealing with this ignorance far outweighs the benefits.

        @No Education Zero: the higfhest level of illiteracy was exhibited by up and down cadres who marched with a coffin on their shoulders through Cairo Road. Your cadres got so tired, Mr. Zero, that in the process they dropped the coffin which shattered into little pieces, leaving the body of the deceased man exposed on the tarmac. No official statement from your up and down party has been issued on this reckless behaviour by your cadres. What a shame!
