406 KM Of Roads Worked On Under Link Zambia-8000

A total of 2,616 kilometers of road network had been procured under the Link Zambia-8000 road project as of December 31st 2014.

Transport, Works, Supply and Communication Minister, Yamfwa Mukanga has told Parliament in a ministerial statement that out of the 2,616 kilometers, 406 kilometers had been surfaced and opened to traffic.

Mr. Mukanga has further told the house that other road works under the Link Zambia 8000 project are at different levels of completion.

He says government is on course in implementing the link Zambia 8000 road project.

Mr Mukanga adds that since inception, the Link Zambia 8000 road project has created over 18,000 jobs in the construction industry.

And Mr. Mukanga has told Parliament that a total of 279 million kwacha was collected from heavy goods vehicles in toll revenues against a target of 250 million kwacha for the period January 2014 to December 2014.

He says this means that the Road Development Agency (RDA) collected 47 million kwacha above the target set for 2014.

Mr. Mukanga notes that in view of the construction of the toll plazas which is underway to enable the commencement of inland collection of tolls from all vehicle types in the second quarter of 2015, it is projected that a total of 350 million kwacha in toll revenues will be collected.

@Pa Zed and MCCM,to procure means to put to tender and award a contract to carry the works.unfortunately in this case out for 2 616 Km of roads is already under construction contract to various firms but on 404 km out of that has been completed leaving a balance of 2210 uncompleted. This is like 15% of contracted work has far been completed!! Even when we consider that contracts have been awarded a different times for various roads the completion rate looks worrying because close to four years we are talking about 100km per year when PF has put road infrastructure as its flagship programme!!Is this all or the Minister quoted wrong figures?

The PF government is a laugh. Agony is building sub standard roads when the accident rate keeps rising and not realising that the issue is not really about how many roads you build but rather having proper road network plans in place. And also ensuring that quick rehabilitation becomes the norm rather than wiaitin until roads are un-usable. This government really lacks in the planning sector. They cannot see past their re-election. Most of the locally awarded contracts have been awarded to questionable companies and characters which I will not dwell in now. Please vote UPND to ensure transparency and effective planning in infrastructure and not jsut over ambitious road building and malls, and this is what u call development kiki

      Accidents are mainly attributf to
      1.Drunkennes
      2.Overzealousness
      3.Unskilled driving
      and
      4.Mechanical faults

And who else is to blame for allowing unskilled driving? drunkenness? Who has the mandate to ensure regulation of driving standards and that cars are fit for purpose? SO then who has failed again? kikiki do you now see why I say the PF government are clueless? Even this chap MCCM has no clue as to what responsibilities his government has. Clueless, visionless, the list goes on.Vote UPND to get rid of this mediocre way of doing things

Am beginning to lose interest in debating with you. You seem so childish with a utopia expectation from the upnd. Definitely, you believe that IF (if and only if) upnd came to power accidents, drunkenness, thefts will disappear? My friend, grow up. You are no different from that kid who thinks procurement means buying pakantemba!!

kakolwe the problem is that you and the PF lack ambition and the ability to think strategically. You also lack the ability to solve problems. You have this culture of thinking some problems cannot be solved and thus should be left to some higher being somewhere up in the clouds. Remember that running a country means taking a paternal responsibility to help make things easier for the 14million zambians. This brings me back to the need to have a vision and a plan. Problems will always be there but it is how you tackle them and plan for such eventualities that is cardinal. In the UPND we are giving you practical solutions to your failures. If you have failed do not take it that these problems cannot be resolved. You have simply failed

And how does this explain your hopelessness. See! You are not even your best fllower @ New Edu Zm. In all yyour blogs, all you have said is what you have planed to deal with if you get to plot! From whea I stand, That does not sound as advice. It is your reserved hope for when you MAY BE in power! No wonder you are in campaign mode ever.

Plan: Road works are meant to open up the country for easier flow of goods and services. It allows the farmer to access the market in good time and save his goods from going bad. it allows medicines to reach hospitals on time. It allows workers to reach their offices with ease. It allows patients to be moved from clinics to hospitals on time and in comfort. It allows ballot papers to be moved to constituencies on time. I can go on to tell you the benefits of good road infrastructure including the reduction in accidents that save life. Check with RTSA on real statistics on road accidents. Be real not ukulasabaila ba “eductated”

You are very dull ba peter chilumbu. No where have I stated that roads do not facilitate the ease of production. I am saying that if you build such roads without having a well thought out network plan or feasibility then they will create more problems than solutions. Zambia is still using pre 1964 plans on roads when the car population has increased drastically. Now it is good that atleast you have the tiny brain capacity to know the benefits of roads. question is, have these so called benefits been realised? Have you even met the targets of this road building? kiki ah ba pf you make me laugh. During the just ended elections we still have the problems of ballot paper tranportation and delays. Please do not take us for a ride. we are not kids. save that for your kids at home

This poor performance Mr. Minister. 15% completed only. So why have we not achieved more than the 15%? We need to consider the issues causing this low productivity.

we are at 15%. We want to get to 100%. How do we get there and why have we delayed in the journey to reach 100%.

The main issue is corruption in the construction sector and road construction in particular due to the large sums involved.

    Wrong contractors are awarded contracts.

Poor payments to contractors caused by lack of proper cash flow discipline.

Overpriced works choking the cash flow.

Lastly – too many chinks in this sector.

When we tell you that PF lacks the capacity to enforce and manage programs you think we are just talking too much. The zambians that voted lungu are the ones who got us in this mess. However, we understand that people make mistakes. Please we have 2016 to redeem zambia. Vote upnd and vote change.Forward
