Chairperson of the Expanded Parliamentary Committee on Estimates Highvie Hamududu has called for the abolition of the office of District Commissioner.
Mr Hamududu says the work of the District Commissioners is a duplication of what Town Clerks and Council Secretaries do in Districts.
Mr. Hamududu who is also opposition UPND Bweengwa Member of Parliament says office of District Commissioner is a wasteful expenditure as it is a mere political office hiding in the public service.
He further proposed the reduction in the scope of work for provincial Ministers from implementing to only monitoring government projects.
Mr Hamududu has told QFM News that this is because the country already has line Ministries whose work to implement government projects is spread to the grassroots level.

We do understand the background why the District Cimmissioner office was kept under PF. It was a one man show, for we are awere that late President SATA was never for the Idea. It was one of the splinter group leader who was strong on this and it was the very person who never favoured 50 + 1 % and Running mate notion. I think Lungu is realistic enough now to abolish this position before it is too long. People hav e to show good leadership with sence of responsiblities, not recklessness on the small economy like ours. Commissioners are just suckers, due to lack of better term. They have caused havoc in the development agendas in the Districts.

We in the UPND have been singing this song for many years. The PF came in and in the name of decentralization kept these irrelevant expensive structures and yet there was not any real decentraliztion happening. The District commissioner (D.C) is synonymous to the term “dumb chaps” No tangible benefits from these officers have been documented. We need to bring about a system of goals and targets. All public offices should have specific goals and targets to meet. A system of standards.I think hamududu has clearly explained what we in the UPND will do differently. I need not dwell on this now. Vote UPND for logical leadership

Hamududu is right. A few months ago I was to make a presentation in one DDCC meeting. This oaf of a DC was only there as a ceremonial figure and had ZERO imput to the meeting. He was just there munching crackers!! Imagine! The council secretary was his secretary as he was swinging his head from one presenter to the other like an oscillating desk fan. Right there, I saw an office that is just a waste of public funds!
AWAY WITH THIS CEREMONIAL OFFICE!

Chiluba created that office for political expedient and to support the party and govt of the day alas ba fikala are now busy supporting the opposition and leaking govt classified data. Abolish that office immediately please mr president.

Town clerk is an employee of the council. The DC is there to coordinate the district departments/ministries at district level,eg. Agric, health,education,homeaffairs,legal,works and supply etc. The town clerk is not employed to do such work. in short the DC is like a Provincial Permanent Secretary.
