The United Party for National Development (UPND) says Zambians should not get excited by Cabinet’s resolution to hold the referendum on the new constitution next year along the general elections.
UPND Deputy Spokesperson Edwin Lifwekelo has told QFM News by telephone that the PF is known for not fulfilling promises therefore people should not get excited to avoid being disappointed.
Mr. Lifwekelo says the UPND has welcomed the announcement by the government to hold a referendum next year, stating that it will be a plus for them if they can enact a new constitution.
He however says it will be disappointing if the country will not hold the 2016 General Elections under the new constitution because Zambians needed a new constitution like yesterday.
Mr. Lifwekelo says it is easier for the PF to promise to amend the Referendum Act and subsequently hold a referendum but fears that they might not fulfill that promise.

of course Pf will deliver but unlike upnd we need to budget well,we all know a constitution needs a more of money because all of us Zambians are required to participate unlike a small number of people suggesting the laws that will govern us.we All know the history of Pf and what they had or are still investing in,roads,schools,hospitals,water systems,electricity and about to venture in the milling plants,but during these plans our late president passed away and a more of money was required to put him to bed and after that we had the campaigns that left what was budgeted for disturbed,not only that Zambia recorded if not the biggest bumper harvest which it had to pay for,we can’t have a constitution now,let’s have it after next year
I think the little money the government is having should be targeted into finishing these projects,then after we win(AFTER WE WIN) next year we can budget for these other things,of course a new constitution is important, but if our wait gives them time to perfect what they have to offer then why not wait,plus I’m looking forward to hearing NOW Edgar lungus manifesto .wow wow Zambian Obama can’t wait

The pf need to be very carefull. One day they will be in opposition and will need a good constitution to provide checks and balances. They will need the same constitution they are rejecting.
Things may change. The way they are failing to fix the kwacha and the economy they think they will win again? It is just a dream. Come 2016 things will be different. Ask mmd.
A good constitution will help all stakeholders. Put in place mechanisms that will make a govt more accountable to people.
When you join the opposition do not cry foul over the constitution.

How can PF reject the constitution they produced? What do you understand by Final draft? Yaah! I wish I was a teacher. Coz I’d have had the patience to school some of these UPND cymbals. Kwachas are not ‘fixed’. Do you even watch the News? You should have listened to Dr Kalyalya’s post swearing-in interview. You can also ‘FIX’ your kwacha. A little history:
1996: MMD fashions a constitutio to fix KK
2000: Chiluba attempts to fix constitution to fix a 3rd term.
2003: Levy’s CRC yealds nothing but gobbles Billions by then.
2009: RB’s CRC with Nalumango (UPND in attendance too) runs to a halt with no tangible results as Sata had predicted. Twalipangilapo ama capital apa.
2011: Sata institutes a Constitution Review, HH says its rubbish but steals the resulting roadmap to stupidly say it is his.
Now, PFs review has led to a roadmap, who is Lifwekelo to ask as to be wary of the pronouncements by PF? I’d soon doubt Lifwekelo’s statement than ‘Ifintu’ tumwene.
@Galilea,politicks is a game of numbers.UPND and their Tribal Leader aka HH will never form government in Zambian until another emancipation act allowing cattle to vote is passed,most likely in 2084.But it will be a coalition government.The PF is budgeting for Zambia and can only look at the new constitution after the 2016 Presidential and General Elections.What the PF is saying is that contentious contents of the new constitution can be included in the current one in liaison with the Grand Constitution Confusion.
