Luo Says There Are Two Nightclubs That Are Driving Her ‘Crazy’

Mayela Night ClubPROFESSOR Nkandu Luo says there are two nightclubs in her constituency that are driving her ‘crazy’. The gender minister indicated that she has written to the council about the conduct of the two nightclubs, which she says were usually littered with condoms every morning.
She was speaking during the launch of the Tasintha programmes research report on sex work in Zambia on Friday.  Prof Luo, the founder of Tasintha which focuses on the reformation of sex workers, expressed disappointment at the failure by some local authorities to discipline bars and club owners who were failing to adhere to stipulated laws on how they were expected to run their businesses.
“And when you go to some of these clubs, for example in my constituency, I have about two of these clubs that are driving me crazy. One of them is in Kalingalinga, and unfortunately they have opened another one in PHI. I have written to the council to see what they can do about that. When parents call you in the morning to go and see what is outside these clubs, it’s condoms and condoms, and when you see such kind of thing, it actually tells you much of sex took place that particular day. And when you go to sit and watch, it is our young girls, the adolescents that are being abused,” Prof Luo added.
“And I think as a country, we should be asking ourselves serious questions about what the future of our country is. So if our councils are going to give licences indiscriminately, if when we complain as members of parliament and ministers but this falls on deaf ears, then we have a serious problem on our hands. And speaking as a member of parliament myself, and I walk around even in the evening; every other street is selling alcohol. When people leave whatever it is that they are doing, very few of them go home; the majority retire to beer gardens or to clubs.” Prof Luo called for the introduction of a policy to help curb drug and alcohol abuse in the country and the publication and implementation of legislation targeting alcohol abuse to bring sanity in the nation. She said the rate at which some Zambians, especially youths, were abusing alcohol was a serious source of concern, which needed to be addressed urgently. “We need to address this matter seriously and I think it is high time that as a country, we put in place a drug and alcohol policy and even maybe turning the pieces of legislation that are in the Ministry of Local Government, publicise them and implement them,” Prof Luo said. And Prof Luo added that prostitution was the worst form of gender-based violence.
“When you ask what most of these girls experience in their sex work, the majority of the girls have experienced beatings and physical abuse by their clients and sometimes the police when they apprehend them. Now for me, that is gender-based violence again,” she said. “Gender-based violence can be psychological, can be physical, can be through rape or defilement or even killing.” Pro Luo expressed confidence that the report issued by Tasintha would play a vital role in helping the nation re-strategise and handle sex work matters.  She reiterated her ministry’s commitment towards ensuring zero tolerance to GBV in the country.
“I believe that this report is going to help us as Zambians re-think sex work in this country; how we put programmes in place that can help empower our young women and girls to get other sources of income for them to survive, than thinking that they can only survive through sex work,” said Prof Luo.

    Luo has a point about indiscriminately dishing out permits for clubs and pubs. The councils or even the president needs to do something to create some sanity. But sex work is work! It is not decent or safe work now because the government has not legalised it. This means less control and policing of the trade is almost impossible. Prostitutes cannot form associations to advance their interests and welfare. Legalisation can delink sex from drug and alcohol abuse as bars are mostly meeting places. If sex work is legalised men can go for help to known places without wasting money and time at the bar which has the potential to create avoidable domestic disturbances. Anyway, avail us the report on the Internet we read for ourselves.

    Luo use your head. We know the clubs you are talking about and we know that exchange of money for sex is taking place. A normal person and actually a professor like you should be able to dig deeper and analyse the root cause of such despicable behaviour. We expect you to note that the majority of prostitution in zambia are due to the failure of the PF to ensure economic indepencence of most women. This in turn leads to people being desperate and going to such extents jsut to raise money to get basic needs of life. So please luo start by utilizing our tax payer money responsibly and placing the right priorities. Vote UPND they are failing their own constituencies kiki

    As a parliamentarian make sure u come up with some policy to this issue and make sure its implemented to the latter! Have been to some countries where policies on such issues have bin put in place and the gov’t work tirelessly to make sure they are implemented. That’s what we need in Zambia not hopeless chaps like NEZ who are always expressing their bitterness! Let’s build mother Zambia and not destroy it with cheap politics.

In my comments am always stating the importance of sound governance and economy management. Sound governance translates into having key legal policies which if implemented right would prevent stupidity such as this.     Burkina Faso – The act of selling sex is legal, but soliciting prostitution is not. So she’s going to have to make the first move.

    Russia – Since all those smoking hot Russian models are CLEARLY dating those 75-year-old billionaires for their good looks and charming personalities, Russia has deemed formal prostitution a mere “administrative offense,” kind of like drinking in public or speeding.

    Sweden – See Norway and Iceland.

    The drinking problem should be priority on the list of ailments to be rooted out in Zambia. Most HIV infections and deaths are directly linked to this scourge. Zambians need to make adjustments to their social culture if some of the hudles are to be overcome. It’s no secrete that a lot of lives are being lost and ruined on a daily basis because of insufficient laws and enforcement capacity. We have to come out in the open and address this monster before more lives and families are ruined. This should be a concern for every right minded person, it’s beyond politics .
