Kambwili: Arrest Culprits Of Leaked Documents

The Official Announcement of the National Tour of the Africa Cup of Nations Trophy in ZambiaGOVERNMENT has directed Inspector-General of Police Stella Libongani to investigate and bring to book people who leaked documents to the media on a US$192 million loan Government obtained from China.
Chief Government spokesperson Chishimba Kambwili said in Luanshya yesterday that police should arrest the culprits, noting that the State is not obliged to disclose security matters to the public.
“I am directing the Inspector-General of Police with immediate effect to take keen interest in the leakage of this document and bring the culprits to book,” Mr Kambwili said at a press briefing.
“Even if Government sat and discussed this loan, there is absolutely no way that it can be brought to the general public because some of these issues are of very high security concern, and there is no way Government can disclose that to the general public.
“And for those people either at the Ministry of Finance, the treasury or in the office of the Secretary to Cabinet who are leaking documents, we want to tell them that their days are numbered and they should not blame anybody. They should face the consequences of their action,” he said.
Mr Kambwili, who is Minister of Information and Broadcasting Services, said reporting on issues that border on security is irresponsible.
He has appealed to Zambia Media Council (ZAMEC) strengthen its governance in the regulation of the media in the country.
Mr Kambwili observed that reportage is what could have caused previous governments to hesitate in enacting the Freedom of Information Bill (FIB).
“I want to appeal to ZAMEC, which is supposed to regulate the media, that we agreed as Govern-ment to allow the media houses to regulate themselves but we are disappointed because it appears ZAMEC is now toothless,” he said.
Mr Kambwili also said the police should pursue Fourth Revolution Party (4R) president Eric Chanda for allegedly defaming President Lungu.
Mr Kambwili was reacting to a media report quoting Mr Chanda as having said that President Lun-gu has no moral right to advise aides at State House.
“Government takes very strong exception at the unbecoming behaviour of people defaming the President with impunity, Surely, even if there is freedom of expression, can one go and say the President has no moral right to advise aides at State House.
“Can you tell your own father that you have no moral rights to talk to me? Gentlemen, I think we are losing it,” he said.

    I feel Chishimba Kambwili is absolutely right, these guys who are appointed and can’t keep their mouths shut should be arrested and fired. Look at USA, you leak information bordering on national security, you face the consequences. Julian Assange is an example. The best is for government to employ people who can do the work unlike this rubbish of saying it has to balance to all provinces cos some are their to bring down the government s efforts.

    Whistle blowers are a necessity in any democracy, with PF’s lurid reputation in the way they handling public funds we definitely need more scrutiny in whatever funds are coming into the treasury, first just the secrecy attached to this loan is a recipe for misapplication, the possibilities of diverting these fund to personal and pf’s party activities is high, the the people who brought out this need to be recommended for their patriotism. Just their appetite for loans boggles my mind, and their lack of ingenuity to find better ways of raising public funds is so appalling, they have finally now resorted to fixing landlords and tenants for tithe , one tax a well organized government should no even bother much about, this how clueless and stup_t they have become. We need change in this country and the sooner the better. FREE ALL INCERCERATED UPND MEMBERS.

    Not long ago, ZAFFICO advertised for the position of Head Human Resources. Katema, the minister of Chiefs ensured that his relative who is currently with ZRA gets the job at any cost. He interfered with the whole process starting with shortlisting to selection of a candidate. Us as staff at ZAFFICO know that the younger brother who is over 50 years and apparently having problems to conclude his master’s degree was not selected on merit. However, as employees we are aware that Katema used underhand methods in resulting in MD Mr Frightone Sichone and Board members succumbing to pressure leading to a preferred candidate to be replaced at late hour. No wonder it took over three months for the candidates to be notified of this dubious, stinky selection process. This unfortunately is a pattern that happens in all quasi-government institutions and in most cases the ones employed do not meet the basic grade. It is therefore unclear how our politicians expect Zambia to progress forward economically. In future such Companies should just consider appointing such people instead of legitimizing corruption through bogus interviews.Instead of looking at Chiefs affairs, he extends his mis rule elsewhere

    For many months now I have stated that the PF are a bunch of corrupt elements that are a threat to our national development. Surely, how can you claim national security issues based on a loan that has corruption written all over it? So it is ok for china a foreign nation to lend us money on national security reasons and for china to know and zambians not to? I thought national security was meant to secure internal national issues. So how can you borrow money from foreign elements? you clearly disclosed to china what that money was for. Kambwili do not take us for a ride. This is why we in the UPND have stated that once we form government in 2016, we will remove the immunity of lungu and is stooges. Please in 2016 come out in numbers and vote the UPND to emancipate us from this economic slavery.

      how can i support theft of public funds meant for poor zambians? Do you know who will have to bear the huge costs of repaying that loan? do you know the implications of such a hidden loan on the future development of our country? Be reasonable and think of the majority of zambians for once! The zambian people voted the pf in 2011 based on the pro poor policies. However, all that was just a farce for their own huge personal appetites. Please we humbly ask you to save our country by voting the UPND. Installing cameras is not national security. Zambia has such archaic laws! Security this, security that! Chiluba stole government funds in the name national security, ZAMTROOP account, and yet he was off the mark to reveal KK’s secret tunnels at atate house. Zambians are such a joke!

    Leakage of information is tantamount to treason. Who ever is looking for the culprits should start with the lower organs e.g office orderlies, secretary, clerks etc. transfer them to other ministries whey their is no sensitive information, why not send them in the districts not even at a provincial level that will be a better punishment. Why should a senior person leak information when he is comfortable the ones leaking information are doing it for money. Mr. President please bring back transfers people should not be stationed at one station forever, they grow wings and stop respecting their jobs. they take it for granted that it is a personal to holder and no body can touth therm.

Lack of transparency is an indication of ill motive by these (Ba-kapala) so called politicians. I get the impression these ediots are benefiting from the confusion or are just plain ediots or both.
    We see developed countries announcing their security measures and budgets for their valued top priority assets on occasion and what’s so perculiar about Zambian security?

    National security is important for sure. The only problem is most of these guys employed in government are not educated. They do not understand anything on ethics. Do you expect them to differentiated what is confidential and what is not? Please do not cry because for real, one day our nation will cry with this unbecoming behaviour.
