Stay Away From NRC Issuance, UPND Tells Kabwe DC

REPORTS that registration officers are turning away people over 16 years of age of sixteen because they were considered to be “over-age”, have angered the opposition United Party for National Development (UPND) in Central Province.
They have now advised Kabwe district commissioner Patrick Chishala not to interfere with the on-going national registration cards issuance by threatening officers with dismissals.
UPND Central Province youth chairman Milner Mwanakampwe made the statement following Mr. Chishala’s remarks in which he threatened some registration officers with dismissal for reportedly turning away some people on account of being over-age.
“I have received some reports that some people are being turned away because of being above 16 years but Government did not put any age limit, it is everyone above 16 years who has either lost the card or doesn’t have, they must all be attended to.
“The Government has spent a lot of money in this exercise and if such reports continue, such officers will be replaced,” Mr. Chishala told KNC radio.
But Mr. Mwanakampwe said the DC’s threats were an attempt to intimidate registration officers.
He said he was hopeful that there were guidelines on how a person above 16 years can have an NRC and that the DC’s interference had the potential to expose the exercise to illegality. Mr. Mwanakampwe said instead of threatening to fire the officers, Mr. Chishala must use administrative avenues or leave the exercise to relevant departments.
“It is law that every Zambian of 16 years must obtain an NRC and there is also a procedure which must be followed by an elderly person getting a new card but if Mr. Chishala continues threatening the officers and make them work according to his taste, the process may be manipulated and allow some ineligible people such as foreigners to get the identity cards. Why is he in panic mode?” wondered Mr. Mwanakampwe.
On 30th April, Government launched the first phase of the mobile issuance of the national registration cards which is being conducted in Central, Muchinga, and Northern provinces. So far, Government has announced that the exercise is going on well and has called for other stakeholders to help in sensitisation.

    Kiki pathako pinu imposter at the top there doing his usual incomprehensive rants. kiki typical pf cadre. Anyway this is timely advice for that foolish DC. Once wonders what role these DC’s play. I see them as Dumb Creatures (DCs). Please leave the registration process to those that have been given the task. When we tell you that PF rigged last election you all say we speaking from without. One can clearly see that this DC has been instructed to disenfranchise people as they know that these groups might swing the vote in UPND’s favour. There is no stopping us bane!! vote UPND. I will be on the ground in the next few months ensuring sanity

      The kitchen is getting very hot, for someone? DC’s are cadres why is he so interested in supervising very capable registration officers, i think they have their immediate boss, who can report to this cadre if need arise.

    NEZ HAS THE WORST FORM OF PAIN IN THE ARSE SYDROME! Get a life MF!
    Grown ups who have lost NRCs, go to the nearest police station and get a police report, then head to the nearest mobile NRC centre. Get your NRCs, we need to teach some infuriating MF a good lesson in 2016 September.

      What you have said is a procedure being talked about and the DC wants his subordinates to skip the procedure and consider a 30years old as a 16years old. I hope you are not so dull to figure that out despite you vulgar language in your text. Advice to NEZ, keep it up, sometimes you have to hurt people for them to listen and do what is right.

    I had to surrender my NRC when i renounced the Zambian citizenship. While on vacation n Zambia, I met a policeman who offered to sell me a NRC of a deceased person which i rejected. On my travels around the world i have met many West Africans who bought NRC’s for a couple of dollars, from Zambian immigration officers and policemen/women.

    It is very unfair here in central province particulary katuba constituence chilo ward to see people segrigating one another. pf cadres are claiming to say are the one in charge (official) for the N.R.C and are the forefront to obtain the NRC. For those who have and want to replace they charged k2.50 and those lost it ‘s k3.00 ,failure to costs you go back home.they are lamentably corrupted people, so i’m apealing to the government to check this out there by putting in some measures.

    I have not seen anywhere in the statement were the DC said h will fire anyone? Firing and removing a person from the exercise are two different things Mr. Mwanakampwe, Wamvela?

    If there will for instance 1,500,000 new NRC holders,probably only 600,000 will vote.Out of this 600,000 about 495,000 will go to PF and 103,000 to upnd 2,000 the rest
