50% plus 1, Presidential Running Mate Parley Bound

Justice Deputy Minister Keith Mukata has disclosed that the 50% plus one vote and the presidential running mate are some of the clauses government will take to parliament for amendment when the house resumes sitting next month.

Mr Mukata adds that government will also table the clause on having a fixed general election date among other clauses which do not need to be subjected to a referendum.

Mr. Mukata has to QFM News in an interview that government will be disclosing more clauses which will be taken to parliament for amendment as time goes by.

He has advised stakeholders to consult widely on other clauses they want government to take to Parliament for amendment.

Mr. Mukata says the amendment of the constitution is a continuous process which requires the inputs of relevant stakeholders.

He says his ministry is consulting widely with relevant stakeholders including the opposition political parties, adding that what government is doing is merely to provide leadership.

Mr. Mukata has however cautioned that taking the clauses to parliament does not mean they are guaranteed of being enacted, stating that parliament has the powers to reject or approve them.

      @Herve stalin, you are very right cos HH will never gather 50 + votes to go to plot 1 and hence can never touch it cos it ll aways be stalemate and re runs thru out. Or he ll just be crushing in kalingalinga.

        Since when imwe ba Hildah became a political analyst? There is no indicator that points at Hakainde that he can win elections at any level. This is a dram that you used to have since 2011. We were being told Hakainde is already a winner but alas this never come to pass and will be never be. Your job imwe ba Hildah is to bark like a rabid dog and you will continue barking even 2016 coz your man Hakainde is no where near to smell a victory!

    The PF takes zambians for a ride again. Why should they decide piecemeal what should be taken to parliament? is this PF’s constitution or that of the zambian people? Let the zambian people decide and not a few selfish individuals with personal interests to decide on those clauses that they know will not affect them or will have a positive effect on their hold on power. Please let us vote UPND. PF lied to you about constitution now they are playing delaying tactics. foolish

      Dep justice minister said that govt is providing leadership. Meaning the rest are doing the work citizens involved. So if Yu @nez ain’t doing nothing then yu are not part of the process.

      You ask if it is ‘PF’s constitution? Tell me, are they taking it to the.PF’s parliament? Is parliament comprised of ‘a few selfish individuals?’
      That aside, but I also hope we can get past this constitution hurdle for good in this country. I’d, for once, be happy to see people campaign on real issues. Not this all the time.

    Yaba! Suppose we have 5,000,000 voters for arguments sake and non of the usual 10+1 Presidential candidates gets 2,550,000 votes. We then go for a re-run with the top two candidates and they both fail to get 2,550,000 votes. Where do we go from here? This scenario may seem hypothetical but we shall soon get there.
    A lot of changes do happen in the 90 days before we cast again.My appeal to the learned technocrats is to seriously look at this issue from a wider perspective so that in future we are not leaderless for a long time.
