Sangwa Doubts If Zambia Will Have New Constitution
Renowned constitutional Lawyer John Sangwa says Government’s decision to take constitution amendments to Parliament goes against the wishes of the Zambian people to have a whole new constitution before the 2016 elections.
Mr. Sangwa says it is crazy to expect a new republican constitution to come out of the route the PF government has taken.
Mr. Sangwa says he is in fact doubtful the Zambian people will get a constitution they have been asking for.
He has told Qfm News in an interview that this is because Parliament which government wants to use does not have powers to come up with a new constitution.
Mr. Sangwa explains that Parliament only has powers to make amendments to an existing constitution.
He says this means that if government takes a constitution amendment Bill to Parliament, what Zambia will have is not a new constitution, but simply an amendment of the of the current constitution.
Mr Sangwa states that this will however be contrary to what the people of Zambia have been asking for that they have a new constitution.
He says this is why he thinks that by using Parliament as the means of delivering a new constitution to the people of Zambia, the PF government is only pushing its own political agenda.
Mr. Sangwa is of the view that if the PF government is so sure that by appointing a technical committee to draft the constitution a good job has been done, it must put the entire document to a referendum and let the people of Zambia decide.
He says the PF government needs to understand that making a new constitution is not a responsibility of a political party, but the responsibility of each and every Zambian.

BaSangwa, you are a constitutional lawyer! Expose your prowess in the field and not your opinionated whims. You are stating EXACTLY what govt has said. Taking articles that are of high contention and interest to all parties is a better approach. This entails the amendment. Sangwa boyi, have you read the final draft? Not everything shall be changed or must be changed!! A wise person states it like it is. Iwe wayamba ukubuta! Silly lawyer you crown it all that constitution making is not for PF, is it only PF that is in parliament?

This is the problem we have in Zambia, we have big titles but nothing to write home about. How long have we called this chap a constitutional lawyer, i better call him an academic constitutional lawyer or court room constitutional lawyer, because all the knowledge he has is only good for a classroom or court room. In actual fact most of these Professors we have around are nothing but class room chaps. Spare us we need people that will advise on real issues who have actual field experience.

You can say that again. The only party that will enact a people driven constiution that will be fit for modern zambia, is the UPND. We ask you to vote upnd in 2016.

I will rather vote for Rainbow than voting for economic sabotagers. UPND bigwigs made money from illicit deals with late Chiluba. Two of these crooked men are Valentine Chitalu and Hakainde Hichilema. I worked at ZPA and know what I am talking about. Every document on privatisation was well doctored and written to facilitate sale to intended parties. Sweetened with rhetoric of job creations, efficiency and so on but at the bottom of all files were the wheels that these three thugs were pushing.
