A SENIOR police officer yesterday told the Kitwe Magistrates’ Court that he refused to take orders from PF Copperbelt chairman Steven Kainga at the time suspected PF cadres attacked UPND leader Hakainde Hichilema and his delegation in Kitwe.
This is in a case in which Kainga, 49 of house number M2, Mukuba Secondary School compound is jointly charged with Copperbelt PF vice youth chairman Stanley Chandindi for allegedly obstructing a police officer from performing his duty. When the matter came up for continuation of trial before principal resident magistrate Ikechukwe Iduma, chief inspector Felix Lungu said Kainga ordered him not to apprehend the PF cadres that allegedly attacked Hichilema at Moba Hotel on July 15.
“We received a phone call that there were some PF cadres armed with pangas [machetes] and a firearm at Moba Hotel who wanted to attack the UPND leader, who was lodging at the hotel. When we were manning Moba Hotel, Kainga and his co-accused came and ordered us not to arrest the PF cadres, but we rejected because we can’t get orders from a civilian,” Lungu said. During cross-examination, Lungu, who is also Kitwe district operations officer, said the two PF cadres obstructed a police officer from performing his duty when they tried to stop him from apprehending Richard Chileshe, who allegedly fired a pistol in the air during confusion which occurred on July 15 when PF cadres followed their UPND colleagues at Moba Hotel.
He said the two PF cadres ordered him not to apprehend Chileshe, but he tried to reason with them. Lungu said the cadres would not understand, and instead became unruly and started pushing him. “They threatened me with all sorts of threats such as they could not be arrested because they were claiming to be more senior than Copperbelt provincial police commanding officer Joyce Kasosa.
I warned them that they were committing an offence by pushing me. But they could not listen, instead they told me that I should comply with their orders because they were more senior to madam Kasosa, who is the Copperbelt police commissioner,” said Lungu. “But I could not do that because Kainga is a civilian who cannot order me on how I should do my job.
There was a reinforcement from other police officers and that’s how Chileshe, Kainga and Chandindi were arrested.” Magistrate Iduma adjourned the matter to October 6 for continuation of trial with the last witness.
