UPND Concerned 2016 Budget Does Not Mention Poverty
The opposition UPND is concerned that there is no mention of how government will deal with poverty in the announced 2016 K53.14 billion national budget.
The UPND has taken note that, for example in Agriculture, the announced 2016 national budget is silent on pro-poor growth.
UPND spokesperson Charles Kakoma says his party is of the view that the 2016 national budget has missed opportunities that the country has had to deal with the many challenges it is going through.
In a statement to Qfm News Mr. Kakoma says the UPND thinks that the unveiled budget for next year only demonstrates the danger of a government without a strong vision for the economy.
Mr. Kakoma states that this is why it is very hard for his party to credit Finance Minister Alexander Chikwanda with fiscal discipline in the budget he unveiled in Parliament on Friday yesterday.
He notes that the theme of the budget may be ‘fiscal consolidation to safeguard our past achievement and secure a prosperous future for all’ but yet at a time of economic difficulty the size of the Cabinet has been increased in size by 25% at great expense.
Mr. Kakoma has observed that this appears to be an unwise investment on behalf of the Zambian people as his party thinks the Government is not delivering value for money.
He notes that this clear mismatch between stated intentions and spending undermines the credibility of the Mr. Chikwanda’s budget address.
Mr. Kakoma says this is also the case on diversifying the economy as it appears to be an issue that has been regularly stated but no serious attempt to deliver has followed.
He says his party has also taken note that the Finance Minister did not do justice to the Tourism sector in his budget presentation.

Kachemas, where is your shadow budget so that we know that in this department you are better than PF? Mazoka (an engineer) did it. UPND now is run by a “renowned” economist, surely this should be as easy as can be. Just being on the fence all the time is not a winning strategy!!

Moreover what ABC presented is what is known as proposed budget. It is yet to be approved by parley. One thing am happy about is that it was not leaked. This proves a point that Brian hapunda was behind leakages.

Sometimes I, sadly, feel that members of UPND have convinced themselves that ALL Zambians are illiterate and only them are literate. Therefore, Kakoma sees it fit to take it that, because he has not seen how the budget covers the poor, then no one else does: so it is ok to go atop a hill and display his stupidity.
Much the same as Kambwili did in calling into HH’s interview.

Then ama fellow PF supporters would want to defend Kambwili by throwing rubbish at HH? Awe, first Kufuuka. @kakolwe boyi it might seem that way kwati most UPND members think not Zambians but MOST PF members are illiterate based on the quality of reasoning we get not only from our leaders in Govt but also from general cadreship. If the most vocal leaders and vey close to the president of the day kikes of Kambwili, Chama etc sounds so empty what would think of the entire Zambian leadership? How would an investor take Zambia if he had to listen to Kambwili on radio?

This is display of being dull Kakoma. Will the increased Farmer Support Programme not benefit the poor? What of the roads, schools, health, reduction of various taxes. All these will help to mitigate poverty levels. Did you expect govt to start paying us for doing nothing just because we believe we are poor? Pls give the government a break to conentrate on their work.

Kakoma is right, how do expect pipo to be buying a bag of fertilizer at K500 from K230, how many are going to afford? Next year there will be hunger of big magnitude and this is when the PF cadres will leave PF and join UPND to kick out Edgar. All miners here on the copperbelt have thrown their support support on UPND because PF has failed them. Vote UPND next year and let us stop the tribal tag, we are suffering whether PF, HP, FDD or UPND, we buy from the same shops and goods have become expensive.

Mujala you think HH will come with wealth for things to be cheap? That kind of thinking is very dangerous even for UPND. It is a fallacy to expect things to improve as ssoon as UPND takes over goverment while commodity prices at the international market are slumped.
The Zambian economy needs short to medium to longterm economic policies to diversify the economy. A mono-economy is always extremely susceptible low commodity prices and to market shocks. There is no need to mislead the masses just to end up with a disgruntled society.
