Ngwale: 2016 Budget Is Discriminatory

Zambia Disability HIV/AIDS and Human Rights Programme Director, Elijah Ngwale, has expressed worry that mental health institutions are still under-funded and under-prioritized.

Mr. Ngwale says that the supply of essential medicines needed by people with mental illness has remained irregular.Ngwale

He also notes with concern that people with mental illness still suffer discrimination, stigmatization and other human rights abuses.

Mr. Ngwale says the effect of all these inadequacies is affecting the development of the country’s health sector.

He stressed that mental illness was extremely debilitating, as it made it impossible for the country to maximize the use of human resources.

Speaking in an interview, Mr. Ngwale emphasized the importance of developing the use of technology to create an effective and efficient mental health system that effectively addressed the needs of persons with mental illness and epilepsy.

And Mr. Ngwale has described the 2016 national budget as discriminatory towards persons with disabilities.

    This man is always in the opposing side one wonders what is he after. With due respect, he has been a critique in almost all the happenings be it good or bad since time in memorial!

    I doubt if the details Mr Ngwale is crying about must specifically be itemized in the budget address. 8.3% of total budget has been allocated to the health sector for drugs, medical supplies, equipment and infrastructure. He needs to go to MoH and find out how much they’ve earmarked for mental health rather blaming the national budget!

    All budgets are discriminatory. There is no budget that can include everything.

    Zambia is a nation not a political party. Let us unit and stop politics when we are dealing with nation interest. Just prayers people are making all sorts of finger pointing. When are we going to work together? Zambia is a Big Home it needs cooperation not politics at this time. God never created a day for the evil worshipers.

    well said shadreck, but you know people are failing to understand that the devil will never call people to worship God or a day of national prayer coz he knows that at last his powers will be dismantled so he will do everything possible to disturb those who want to pray, let people of God pray…look you are not praying to ECL you are praying to God and its a blessing that he himself has realized that there is a God who is beyond politics and tribe..remember the benefit of prayer is for yourselves…..

    This is very true. Many times on many articles I have always stated that most crimes are committed by people with mental issues and that the pf is to blame due to lack of support and facilities for such people. The pf idiots here are quick to criticise me for such comments. Here you have it bane. If some one commits a very perculiar crime the pf cadres rush to blame witchcraft or satanism. Very dull visionless approach to problems. Vote UPND to ensure insitutions that support mentally challenged people and recognises them as zambians too.
