President Edgar Lungu has launched the performance based contract system for Permanent Secretaries aimed at improving performance and accountability of public office holders.
Speaking during the launch in Lusaka this afternoon, President Lungu bemoaned the level of quality of services offered by the public service.
He notes that this is despite the improvement in the conditions of service and high academic credentials possessed by most public service workers and other reform initiatives progressively implemented by previous administrations.
President Lungu adds that Patriotic Front government has also not spared any effort in their quest to motivate public service workers.
He says he is hopeful that the implementation of the performance based contracts will accelerate the implementation of a smart government envisioned in the Smart Zambia campaign.
The President states that once fully implemented, it is envisioned that the performance based contracts will motivate the job holders to strive for excellence in the execution of their duties.
He adds that the system will also allow job holders to be more innovative and creative in getting things done.
President Lungu further states that the contracts will also improve cost effectiveness of government by holding Permanent Secretaries accountable for both technical and financial targets.
