The episode which has transpired between Amos Chanda and Dr Chishimba kambwi cannot silent with comment from us the citizens. The government is ours. The people who work for the government are public servant. And the public service has strong professional standards and ethics which are guidelines in conducting ourselves as public servants. This are enforceable whether one is at work or off work. They are laws which must be followed. Breaking these laws have consequences.
Anyone with responsibility must understand LEADERSHIP, LAW, MORALITY and ETHICS.
Anyone in the public service who breaks these responsibilities puts the institution in ridicule and mistrust
- The distinguishing mark of Leadership is Character. It is Character that makes people trust a leader
- The distinguishing mark of character is trustworthiness. Trust is given in response to character.
- Trust is a product of stability thru test over time
Ethics are moral values and principles that we use in making decisions. They help us decide what is right or wrong, good or bad.
Ethical standards also ensure public workers associated with an organization maintain a consistent and appropriate level of behaviour towards the Government, work colleagues and the public.
A Government organ will only be successful in carrying out its mission if it continues to earn and maintain the trust of the public it serves.
Im sure there Zambia has a Public Service Act which defines Values, Employment Principles and Code of Conduct to set out standards of behavious expected in Government employees. It provides the public with confidence in the way we behave including our exercise of authority.
Conduct of public servants, both inside and outside the workplace, can have implications for the confidence the community has in the administration of an agency or public service as whole.
There are consequences if it is determined that we don’t meet the requirements. Sanctions for the breach of conduct must be implemented. Any failure by those responsible to implement a Sanction, is equally a failure to abide by the same principles.
Amos being very aware the importance of his position in the government, and as a mouth piece for the president, has conducted himself too far beyond simple apologies. The president has to act and replace him with someone with credibility. Sorry, this is what it is and nothing else. It has to be done.
We look forward to seeing the president implement the sanctions against Amos for his utterances.
No one is above the Law, so No one should be un-touchable.
