Our advice to Mr. Kaingu its first for him to look after his family and educate his Children about morals then he can come out and give advice.
First of all Mr. Kaingu knows very well what our rich manifesto has, So he should go through it page by page and compare to what the PF government is doing , then make a judgment.
Secondly, this person knows that MMD will never come to power hence their decision to have a marriage of convenience with the UPND. He should not forget that PF as a party beat them all, so where is their strength?
Thirdly, Mr. Kaingu should know that whatever promises that President Sata made were a collective agreement of which every member of PF should stand up and defend.
Lastly we are assuring people like people like Mr. Kaingu to watch and see our pace. The doubting Thomas’s will live to regret why they are not joining or are boarding the boat which is sailing very well at the moment especially with anticipated rains.
Mr. Kaingu should concentrate on building the image of his family and the MMD party especially now that it is being run by a Pastor, who has failed to look after his flock and instead he is busy singing the same song as his vice president of trying to frustrate government efforts. The Mps from MMD who have been appointed to ministerial positions are progressive leaders who need our encouragement so that they can continue doing the good works they are doing for our people. We know there a lot of frustrations in MMD so much that they will not stop at anything

This is because he has worked hard to transform the local authority despite many challenges he has gone through in this divided local authority. It is the wish of the party to ask relevant authority to rescind the decision as we will not allow any attempt to frustrate his efforts. And no one will be allowed to take over from the acting town clerk as he will find it difficult to work with the party and will not allow Local Government Commission to be corruptly abused by few individual commissioners. We are so divested because this has affected delivery of services. We also wish to say that because of much confusion in the Local authority in Choma which is supposed to be the provincial headquarters of Southern Province as lacked behind in terms of development. When the president pronounced Muchinga as Province and Chinsali as Headquarters things started happening immediately, we are left to wonder to what is happening to our beloved city of Choma.
May the Minister of Local Government and Housing intervene in the matter immediately? As a party we shall not take kindly any interference from anybody, as it is believed that some former Employees of the Council who feel are connected to the Local Government Commission are behind the schemes. Before this man came the council was limping almost grounding to a halt because of the corruption which was going in the council, people where getting wrong salaries, and allowances and these are the ones frustrating his efforts.
Here is a man who calls a spade a spade; you team up to destroy his efforts. Surely, we do understand that each one of us has some short comings, but credit should be given were it is due.

Ref: Herbal Medicines in the Streets

Permanent Secretary we are an organization that is supplementing government efforts in the providing a healthy and safe environment in our country through various awareness activities in the society on why and how citizens need to actively partner with government in achieving this goal. We hereby write Permanent Secretary to bring to your attention the increase in the sell and use of herbal medicines in our streets in the Central Business District of Lusaka and Other Towns in Zambia. We note with concern this status of affairs as it possess a serious risk to our people seeing that this business seems to be unregulated and medicines are administered without prescriptions from the professionally qualified staff from your Ministry. We have in the recent past received news of some people in various parts of the nation having serious adverse results from these medicines like prolonged erections in men even up to 3 days as a result of using the herbal medicines commonly know “MUTOTOTO” or CONGO DUST”. This is not only happening to our men but also our women who have ended up being disfigured as a result of some “HIPS AND BUMS DEVELOPMENT MEDICINES”

It is against this back ground Permanent Secretary that we call on your office in collaboration with other government wings like the Ministry of Local government, local councils and the Drug Enforcement Commission to quickly move in and bring some sanity in this area. Our fear is that if this situations remains unchecked we may end up losing some lives or/and  some people becoming insane as was the case with the now banned notorious liquor sachets “TUJILIJILI” hence affecting the national economy.

We would like to mention here Permanent Secretary that we have confidence in your office and that we are willing to work and consult with you on how best this matter and many ills in our country can addressed should it need arise. We further note your commitment to achieving a disease free Zambia.

Aid is money, food, medical care etc, which is given to help countries in difficult situations (Oxford 2011). There are three main forms of aid, economic, humanitarian, and emergency aid. The Time Magazine (2010) says aid money contributes up to 40 per cent of most African countries national budgets; it also goes on to say that African has received over 500 billion dollars in economic aid, in the past 50 years. Africa is not the only region that has been on aid yet as others rise from this malignant vice Africa’s dependence on aid keeps getting stronger. The Marshall Plan for example was the European Recovery Program ( ERP) the primary plan of the United States for rebuilding and creating a stronger foundation for the allied countries of Europe after World War II. The Marshall Plan offered the same aid to European countries; the plan was in operation for four years beginning in July 1947. During that period 13 billion US dollars in economic and technical assistance were given to help the recovery of the European countries that had joined in the Organization for European Economic Co-operation. By the time the plan had come to completion, the economy of every participant nation had grown well past pre-war levels. Yet as African leaders increase the dependency on aid, I strongly believe that aid is doing more harm than good to the African continent, in so many ways. In this article I look at both the pros and cons of aid and leave you the reader to make a conclusion based on the information provided.
First of all foreign aid provides a direct solution to any crisis that may arise. The Somali crisis is just but one in a lot of other cases where Africans have failed to contain a crisis and aid givers step in to save lives of millions at the verge of death. The cries of the 13 million Somali’s for food was only responded to by aid agencies that came to their rescue. In most cases African government cannot contain such crises, mostly due to limited recourses or just poor management.
On the other hand, aid does not provide long term solutions; for instance, the famine in Somali has did not hit the region for the first time. It has been reoccurring, yet instead of providing a long lasting solution, aid agencies come in only when people start starving to death. Aid also suppresses most of the local industries in Africa, which in a way weakens African economies. In 2010 the Bill and Melinda Gates Foundation distributed free mosquito nets in some African countries, as good as this may sound, the mosquito nets came at a price to our economies. Due to the fact that the Bill and Melinda Gates Foundation did not purchase the mosquito nets from local manufactures, hence the local mosquito net factories in Africa did not benefit from this. What this then creates is a vicious cycle of dependence on aid, once the mosquito nets ware out people will sit and wait for another donor.
Supporters of aid however claim that aid helps to promote good governance, as most African leaders are loyal to the donor community that provide them with the money that helps them run their countries. Yet, most of the aid comes with a lot of conditions which include how it is to be spent and if aid agencies sight any infringement in human rights they cut the flow of aid to that particular nation. This was the case in Zimbabwe when the political leaders disregarded the rights of the citizens, aid agencies quickly pulled out.
I also feel that aid can encourage misguided polices at national level. Due to dependency on aid governments make polices that are not based on economic development. (The BBC 2006) reports that in Ethiopia famers are not allowed to own land to farm on and possibly alleviate the food shortages it that area. Instead of introducing reforms the government continues to appeal for aid, when they can bring about a long lasting solution.
The African Union, an organization of African nations, estimated that corruption was costing the continent $150 billion a year, as international donors were apparently turning a blind eye to the simple fact that aid money was carelessly used, (Moyo 2010). It is clear that most of the aid money just ends up in the pockets of greedy leaders. If most of the aid ends up in the hands of corrupt leaders then is clear that the current aid model is not working.
Looking on the bright side, aid organisations bring expatriates into African countries, who in turn pass on their knowledge and skills to Africans. When aid organisations deliver aid in any form they come with expert in that particular filed to help them access the problem. As they leave, they pass down the expertise to the locals so that they can provide solutions when similar problems arise.
However, aid organisations paint a negative picture of Africa to the world and because of this negative publicity people think of Africa as a place filled with starving children, poverty stricken people, where AIDS is just as common as the average flu. Due to the negative publicity investors tend to shy away from investing their money in a continent that is depicted in such a way. The other cause of concern is the fraudulent use of funds by bogus organisations collecting money in the name of helping Africa.
In conclusion, the current aid model for Africa has failed on its face as most of the goals set have not been achieved. Aid has for a long time now been a life line for many African nations. However, even as African leaders put aid first; it is doing more harm than good to the continent of Africa in numerous ways.

Notice of Cessation of Refugee Status for Angolan Refugees

1. Since the end of the civil war in Angola in April 2002, over 180,000 Angolan refugees have voluntarily and safely returned to and reintegrated in their country of origin. Today, only some 23,000 Angolan refugees remain registered in Zambia.

2. In light of the fundamental changes that have taken place in Angola since the end of the civil war, it is considered that those Angolan refugees remaining in Zambia who were granted refugee status on account of the civil war in Angola and the war of independence that preceded it should now be able to reclaim the national protection of their country of origin. Taking into consideration the announcement and subsequent recommendations of the United Nations High Commissioner for Refugees (UNHCR), the Government of the Republic of Zambia hereby declares, pursuant to Article 1C(5) and (6) of the 1951 Convention relating to the Status of Refugees, Article I(4)(e) of the 1969 Organization of African Unity Convention Governing the Specific Aspects of Refugee Problems in Africa (conventions to which Zambia is party), that the refugee status of Angolan refugees in Zambia who fled Angola as a result of the armed conflicts between 1961 and 2002 will cease as of 30th June 2012.

3. The Government of the Republic of Zambia will work closely with UNHCR to give effect to the cessation of refugee status for Angolan refugees in keeping with the relevant principles and procedures of international refugee law. In this regard, the Government of the Republic of Zambia will collaborate closely with the Executive of the Republic of Angola, UNHCR and other relevant partners to proactively pursue all feasible measures to facilitate the voluntary repatriation of affected Angolan refugees to their home country in safety and dignity prior to the effective date of cessation of refugee status.

4. The status of Angolan refugees who would not have availed themselves for repatriation and continue to live in Zambia after 30th June, 2012, will be regulated under the immigration law.

Ref: CONCERN WITH TOURISM DEVELOPMENT AND MANAGEMENT IN ZAMBIA.
Sir, without wasting much of your time we the tourism community in Livingstone, are so concerned and worried on how tourism has/is been handled in this country and particularly in Livingstone, tourism is a very lucrative business because of its multiplier effect; but us as tourism businesses in Livingstone we feel we have been let down by the Ministry of Tourism. Tourism is an important sector not only to Zambia but the world over and it needs seriousness in policy decision making so that the industry can make meaningful contribution to the economic development of the country.
Currently Zambia and Zimbabwe are working on co-hosting the 2013 UNWTO General Assembly to our investigations Zimbabwe has moved miles away and all structures are in place with full involvement of the private sector and yet in Zambia the private sector is not fully engaged at all despite been used in the bidding process and we now feel left out.
The ministry of tourism never want to have meetings with the private sector and they always view the private sector like competitors and not partners which is regrettable; tourism is anchored on the private sector and if we the private sector are not fully involved we wonder how tourism will develop in Zambia.
We recall the previous government allocating some money about 8billion kwacha for the Livingstone and Northern Province tourism development up to now we in tourism in Livingstone have not heard anything that has happened with this money.
Before Tourism and Hospitality Act was in effect it was rejected by the tourism community and returned to parliament to date we do not know what is going on with this Act and yet the ministry continue collecting license fees without sensitizing the people
Tourism has been poorly marketed why should our neigbours be doing well than us and yet we have the same tourism attractions may be even better.
Mr. President we feel the problem is with the Director of Tourism Justina Wake she has lived her useful life at the Ministry of Tourism and the ministry needs new people to drive this industry forward. As tour operators in Livingstone we feel Justina has over stayed at the Department, she has run out of ideas and become a liability to the tourism industry. She is running the department like her personal business she is not serious; for her its business as usual always travelling. Unless Justina is moved tourism will never make any meaningful contribution to the economic development of this beautiful country. Shifting the department from one ministry to the other will not solve anything as long as she is there.
Mr. President if tourism is to make a contribution as provided for in the PF manifesto the director of tourism should be retired with immediate effect or transferred to other ministry, just like you have done with some other officers we are crying as the tourism community in Livingstone please Mr. President take action and help us.
If the UNWTO General Assembly is to be a success we need to move together as tourism industry private and public sectors and this can only happen if this Director can be moved please Sir help us. We anxiously waiting for your prompt action Mr. President

For sometimes I have been thinking that one time our nation will be ruled by a lady, looking at the number of women who are well educated in our nation. To the contrary women in politics, in music industry and in other social sectors in Zambia have never convinced us to have the potential of been our future leaders. Looking at some women with high profiles and talented you can notice that they have no passion for our mother Zambia.

In Zambia we have rich cultural values and in addition to that Zambia has embraced as well the Christian values that guide our moral life. Now it`s a pity to see the people we look up to, are busy playing against these values and this is making me wonder if really some women have heart for our nation. In a Zambian society a woman has been always respected due to the role she plays as a mother, and someone can agree with me that Zambian mothers are the best mothers in Africa and Zambian government have been in support of a woman to see her going forward. Not too long ago in Zambia we had a “girl child campaign” and from this campaign we saw a lot of development in our societies; a young girl was allowed to go back to school after giving birth, APU classes were introduced in schools. These demonstrated the respect Zambian government has for women.
However, women now in Zambia have become like Musical or Political instruments only, they are like an object (robots, when it is feed with information it goes and off load as it has been feed). If we may ask, where is their dignity and their human norms? Our women we know you have charismatic voices and potential to draw us to your attention but if they go out to demostrarent against homosexual, gender, child abuse etc, please don`t show your bums, breasts or tell the nation how good you are in bed and if you are a musician and you want to preach against child abuse don`t show off your thighs, belly but preach the message while holding onto your values as a woman. Look at the countries like Liberia and Malawi today the president there is a lady and in Kenya we have a woman president in an opposition part and she is standing high chances to rule the nation in future. We too respect you so much, don`t prove yourselves to be housewives only, you can also make it for a good leader of the nation tomorrow.
We are all witness to some women with high positions and talents, how they behavior in the public “poor dressing, adultery, etc. Today we can ask ourselves can we entrust our nation in their hands as head of the state. Women stand up and fight for your identity. God bless our woman.

The above was discovered during the women’s week in Kabwe’s – Kamushanga compound in 2010.  The residents call her Mama UNIP.  On inquiring we found out that she was part of the youth women under  Mama Julia Chikamoneka.  The woman is 73 years old with good memory of what happened during the fight for our independence.  She lives in a home none of us would not want to live in.

The woman is in the middle of the picture with a grey jacket and without anything on her head but with a head scuff.  This woman has never been honored.  My writing is to make her to be discovered.  In the same compound is another freedom fighter never honored again, his name is Mr. William Bwalya.
These people worked closely with our first Republican President Dr. Kenneth Kaunda who they claim to know very well.   Mama Edna says they come from the same Lubwa Mission.
