The Ministry of works and supply over committed itself to the tune of K6 billion on the construction of former President Rupiah Banda’s retirement house.

According to the 2010 Audit General’s report obtained by QFM radio, although only K100 million was budgeted for and released towards the construction of the fourth President’s house, the ministry entered into two contracts amounting to K6,085,798,379 resulting in an over commitment of K6 billion.

The works done on the site were construction of three staff houses and a palisade fence.

Certified works in amounts totaling K1.3 billion had not been paid for.

And the report has revealed that K1.5 billion released towards the construction of late Second Republican President Fredrick Chiluba’s house was applied on unrelated activities such as procurement of furniture, stationery, payments of allowances and long service bonuses.

Meanwhile, contrary to financial regulation No.96(1), imprest in amounts totaling K295 million involving thirty one transactions issued to twenty eight officers in the ministry of works and supply during the period under review had not been retired as of September 2011.

Included in the unretired imprest, were amounts totaling K86 million issued to three officers who had not retired previous imprests, contrary to Financial

Regulation No.91.
